DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSThe Houston Airport System–Office of Business Opportunity (HAS-OBO) is committed to creating a competitive and diverse business environment across all three airports of the Houston Airport System (IAH, HOU, and EFD) by promoting the growth and success of local small businesses. HAS-OBO focuses on increasing opportunities for Minority, Women, Small, and Persons with Disabilities Business Enterprises (M/W/S/PDBEs), as well as U.S. Department of Transportation Disadvantaged Business Enterprises (DBEs) and Airport Concession Disadvantaged Business Enterprises (ACDBEs), collectively referred to as “certified firms,” in accordance with 49 CFR Parts 23 and 26. HAS-OBO accomplishes this mission by providing technical assistance, outreach, support, and advocacy to certified firms and by working to ensure that these businesses have meaningful opportunities to participate in and maximize their involvement in Houston Airport System contracting and concession opportunities.

PURPOSE OF THE POSITIONThe position is to coordinate and support business development and compliance activities within the Office of Business Opportunity (OBO) for the Houston Airport System. The position assists with monitoring and documenting compliance with applicable City of Houston and HAS contracting requirements, provides information and assistance to contractors and business owners, reviews and maintains business and contract-related records, conducts research and analysis, prepares reports and correspondence, and coordinates with internal departments and external stakeholders to support OBO programs and equitable business opportunities. “Candidates must be able to obtain all security required badge access including Custom Border Patrol access within 6 months from the hire date."

The Business Development Coordinator duties will include but are not limited to:• Makes needed information available to the business community, such as sources of supply, government contract and bidding procedures, market data, sales opportunities and management aids.

  • Conducts on-site interviews with city contractors, vendors and service suppliers to monitor compliance with contract regulations.
  • Monitors compliance with federal, state, and local labor laws, including the Davis-Bacon Act, /Women/Disadvantaged Business Enterprise (W/DBE) requirements.
  • Reviews contracts and subcontracts to ensure adherence to labor standards, prevailing wage rates, and economic opportunity provisions.
  • Conducts site visits and audits to verify compliance, including certified payroll reviews and checking.
  • Vendor outreach and training to communicate compliance requirements and opportunities
  • Recommend enforcement actions such as recommending payment withholdings for violations.
  • Compiles data and prepares periodic reports as requested.
  • Assists in investigations of specific problems in the file and makes recommendations to resolve problems.
  • Performs other duties as assigned.

WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc. There is only a slight source of discomfort from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with situations where occasional exposure to office chemicals and/or periodic use of a video display terminal are required. Requires the ability to make simple gross motor responses within large tolerances.EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Public Administration, Liberal Arts or a related field.

EXPERIENCE REQUIREMENTS One year of responsible, professional administrative experience is required. Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS NonePreference will be given to applicants with knowledge of business development, contract administration, compliance, procurement, or business opportunity programs. Experience working with government agencies, contractors, vendors, consultants, or small and disadvantaged businesses is preferred. Proficiency in Microsoft Office applications, particularly Microsoft Excel and Word, is highly desirable. Strong analytical, organizational, written and verbal communication, research, and customer service skills are preferred. Experience reviewing documentation, monitoring compliance, maintaining records, preparing reports, and coordinating with internal and external stakeholders is highly desirable. **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. **SELECTION/SKILLS TESTS REQUIRED The selection process will involve application review and/or interview. Department may administer skills assessment test.

Pay Grade 18

SALARY INFORMATION Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification.
