Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a IT SPECIALIST (SYSTEMS ANALYSIS), Position Description Number T5522P01 and is part of the PA 270th Engineering Installation Squadron, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As an IT Specialist (Systems Analysis), GS-2210-11, you will plan work to be accomplished, set, and adjust short-term priorities, and prepare schedules for completion of work of the full range of cyberspace systems. Analyze complex processes and/or a variety of unusual problems, questions, or conditions relative to the design and/or selection of management information systems and applications software technology. Develop feasibility studies and participates in special projects to maintain required programs and support the needs of the user. Perform as a technical advisor to leaders or managers of IT systems. Represent the organization at meetings and conferences, presents briefings, and establishes/maintains effective work relationships at various command levels. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC A: NG employees at the 270 EIS AOC B: NG Employees in the 111th Attack Wing (This includes 111 ATKW, 201 RHS Det 1, PA ANG HQ Det 2) AOC C: NG Employees of the Pennsylvania National Guard AOC D: All Service Members of the Pennsylvania National Guard (To include Veteran's Preference eligibles) NOTE: Accessioning into this position is contingent upon verification of Tier 3 Security Clearance. Applicants who meet one of the DoD Priority Placement Program (PPP) categories below are eligible to apply with this preference. (See Required Documents section) Priority Placement Program, DoD Military Reserve (MR) and National Guard (NG) Technician Eligible Priority Placement Program, DoD MR and NG Preference Eligible Tech Receiving Disability Retirement Priority Placement Program, DoD Retained Grade Employees Priority Placement Program, Military Spouse Preference (MSP) Supervisor for this position is Maj Dotty Manpower # 00784790 GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records? Experience using computer and automation systems SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. Additional Information If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (Register | Selective Service System : Selective Service System (sss.gov)). In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
