Summary
Join the leadership team responsible for operating one of the world's largest financial operations. You will lead and modernize enterprise technology, safeguard vital systems essential to the economic security of the United States, and oversee the technology and cybersecurity capabilities that enable the US Treasury to collect trillions of dollars in Federal revenue, make payments on behalf of the Federal Government, finance the nation's debt, and protect critical financial infrastructure.

The Bureau of Fiscal Service will host a virtual information session on Tuesday, September 22nd at 11:30am EST to provide an overview of the Deputy Chief Information Officer position and the organization's mission. To attend the event, please use the following event link: https://www.usajobs.gov/Event/5707 As the Deputy Chief Information Officer for IT and Security Operations, you will: Provide executive leadership and direction for enterprise IT infrastructure and cybersecurity operations, ensuring the secure, reliable, and resilient delivery of mission-critical technology services. Advise the CIO and senior Fiscal Service leaders on IT and cybersecurity priorities, risks, policies, investments, and operational matters affecting Bureau programs and services. Direct, through subordinate managers and supervisors, a professional and technical workforce responsible for enterprise IT and cybersecurity operations. Oversee the performance and continuous improvement of IT and cybersecurity services, including service availability, operational resilience, cybersecurity risk, continuity and recovery, and customer outcomes. Lead modernization of enterprise technology and security capabilities, including the standardization, consolidation, redesign, and retirement of technologies and services as appropriate. Ensure applicable IT and cybersecurity laws, policies, directives, regulations, and requirements are evaluated and effectively implemented across Bureau programs, systems, and services. Establish accountability and performance expectations for IT and cybersecurity services delivered through internal organizations, contractors, cloud and managed-service providers, shared services, and other external providers. Use operational, security, risk, service, and customer performance information to assess enterprise IT and cybersecurity performance and drive continuous improvement. Represent the CIO with Department of the Treasury officials, Treasury bureaus, Federal Reserve Banks, other Federal agencies, service providers, and other stakeholders on significant IT and cybersecurity matters. Qualifications

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certification of executive qualifications. ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high- accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. You must demonstrate all of the MTQs to be rated as eligible for this position. MTQ 1 - Integrated IT and Security Operations. Demonstrated executive-level technical and management experience leading integrated enterprise IT infrastructure and cybersecurity operations for a large, complex organization. Experience must include executive accountability for both: (1) mission-critical IT infrastructure and shared services, including areas such as network and telecommunications, cloud and on-premises platforms, compute, storage, end-user and collaboration services, and identity services; and (2) enterprise cybersecurity operations, including areas such as security monitoring, threat detection and response, vulnerability and configuration management, cyber incident response, and continuity and recovery. MTQ 2 - Technology Strategy and Architecture. Demonstrated experience establishing and governing enterprise technology architecture and modernization for complex, mission-critical environments. Experience must include cloud or hybrid architectures; secure-by-design, zero-trust, or comparable security principles; technology standardization and automation; and management of technology lifecycle and technical debt. Experience must demonstrate application of architecture, security, and risk principles to mission-critical systems, High Value Assets, nationally critical infrastructure, or comparably sensitive environments. MTQ 3 - Enterprise Service Delivery and Performance Management. Demonstrated experience establishing and overseeing an enterprise operating model for IT and security services delivered across internal organizations, contractors, cloud or managed-service providers, shared services, or other external providers. Experience must include enterprise service and performance management, operational resilience, clear provider accountability, and use of performance measures to improve service reliability, security, recovery, and customer outcomes.
How You Will Be Evaluated
Applications will be first reviewed to determine eligibility and minimum qualifications. Qualified applicants will be evaluated against the ECQs and MTQs. The highest-qualified candidates may be invited to participated in a structured interview. Following completion of the assessment process, the best-qualified candidates may be referred to the selecting official for consideration. Final selections are subject to applicable Treasury and Office of Personnel Management approval requirements. Other Information
OTHER INFORMATION: All initial career appointments to an SES position are contingent on approval from OPM's Qualifications Review Board. We may select from this announcement or any other source to fill this vacancy. Veterans' Preference does not apply to the Senior Executive Service. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
