  • Oversee program budget, staffing, and resource allocation across multiple concurrent workstreams; exercise full authority over hiring, performance management, and succession planning for key personnel.

  • Establish and maintain executive-level TCO visibility, including cost-per-service reporting, consumption tracking, optimization trajectory, and variance analysis, delivered through an integrated performance dashboard.

  • Drive sprint-level performance accountability across all delivery teams, ensuring that corrective actions are identified, owned, and executed in real time without requiring additional Government funding or contract modifications.

  • Manage a fixed-price contract structure tied to tangible deliverables; ensure that all milestone commitments, acceptance criteria, and payment-linked outcomes are met on schedule and within budget.

  • Coordinate with multiple Government program offices and stakeholders to align delivery priorities, manage competing demands, and ensure that program-owned workloads and assets are handled in accordance with Government-approved governance processes.

  • Oversee transition-in and transition-out activities, including baseline validation, knowledge transfer, and continuity of operations, ensuring no degradation of service during handoff periods.

  • Identify and manage program risks, dependencies, and external constraints; develop and execute mitigation strategies that preserve delivery commitments within the fixed-price structure.

  • Support business development activities within the current customer base, including identifying opportunities for program growth and scope expansion.

  • Provide leadership and direction to managers and technical leads across infrastructure, cybersecurity, service management, and testing workstreams.

  • Produce and present executive-level program performance reporting to Government leadership and internal CGI stakeholders on a recurring and ad-hoc basis.

Required qualifications to be successful in this role

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business Administration[KD1.1], or a related field; or equivalent combination of education and experience.

  • Minimum of 15 years of progressive experience in technical program management, with demonstrated experience managing large-scale, multi-workstream IT managed services or infrastructure programs for U.S. federal government clients.

  • Demonstrated experience serving as the primary customer-facing executive on a fixed-price federal IT contract, with direct accountability for program P&L, performance outcomes, and customer satisfaction.

  • Proven ability to lead and govern multi-disciplinary technical teams spanning infrastructure operations, cybersecurity, service management, and enterprise tooling.

  • Experience managing programs that include outcome-based performance standards, SLA accountability, and deliverable-linked payment structures.

  • Strong understanding of federal IT governance frameworks, including RMF, NIST SP 800-53, and ITIL-based service management practices.

  • Demonstrated experience managing program transitions, including baseline validation, knowledge transfer, and continuity of operations in complex, multi-stakeholder environments.

  • Experience with FinOps principles, TCO modeling, and cost governance in hybrid on-premises and cloud environments.

  • U.S. citizenship required.

  • PMP certification or equivalent program management credential strongly preferred.

Desired Qualifications / Non-Essential Skills (Optional)

  • Experience with Agile delivery frameworks and managing programs that integrate Agile development, DevOps, and continuous integration/continuous delivery practices.

  • Familiarity with DoD or Defense Health Agency IT environments, including ATO processes, CSSP coordination, and Zero Trust implementation.

  • Experience managing programs that include optional task orders or indeterminate scope additions, with demonstrated ability to structure fixed-price responses to variable scope events.

  • Experience with AI-enabled program analytics, automated performance dashboards, and data-driven governance tools.
