The primary purpose of this position is: To serve as a command headquarters level program analyst and Joint Operation Planning and Execution System (JOPES) Deliberate Crisis Action Planning and Execution Segments (DCAPES) specialist for the 611th Air and Space Operations Center (AOC).

Duties

Plans and organizes the activities of the SPD and ANR, ensuring these core functions comply with USAF doctrine and instructions, war plans and corresponding instructions, AOC weapon system policies, and tactics, techniques and procedures (TTPs) to meet national and Regional defense requirements. Serves as the principal staff functional authority on JOPES policy, procedures, and Information Technology (IT) necessary to conduct joint force deployments for the entire range of conventional joint military operations. Represents the AOC, the division and the branch with a variety of command, installation, and functional area organizations. Qualifications

Conditions of Employment continued... This position is designated as a key position IAW AFR 40-910. Duties of this position are essential to the accomplishment of wartime contingency operations. Incumbents of key positions must be removed from their military recall status if alternates for filling of the position during an emergency are not available. Rated aviator experience (e.g. pilot, navigator, air battle manager) with additional experience using JOPES is critical to the successful completion of the work, is desirable. Incumbent will be required to represent the appropriate command at Joint Service, Air Force, and 'or international conferences where representation is required by Lt Col or higher level. Incumbent will have the authority to speak for the appropriate command in area concerning operations and support. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and or improvement of critical command plans and programs for conducting major operations such as war. mobilization, rescue. mission and flying operations. deployment. special operations. or similar operations. Skill in designing and conducting comprehensive studies, and developing solutions to assigned portions of broad. important, and severe command operational and contingency areas. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and ability to operationally apply Air And Space Doctrine (e.g. USAF Basic doctrine. Employment of Aerospace Power doctrine, Air Warfare doctrine, Homeland Security Operations doctrine, Force Protection doctrine. and Command and Control doctrine). Knowledge of air defense and homeland defense missions. Knowledge of and skills in the application of US military aviator coded core competencies (e.g. pilot. navigator. air battle manager) as it applies to assigned programs, roles, and responsibilities. Knowledge of operational doctrine and employment of the USAF AOC Major Weapon System (MWS). and its Strategy & Plans Division. Knowledge of safety and security regulations. practices, and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues: and maintain good working relationships; Thorough knowledge of JOPES and DCAPES processes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
