Summary

As a Technology Enablement Specialist, you will serve as a senior liaison engaging with the Office of Management and Budget (OMB) and other federal agencies to formulate and execute strategies for identifying and procuring emerging technologies. Location of position: Washington, DC; Atlanta, GA; Philadelphia, PA; and Chicago, IL. We are currently filling two vacancy, but additional vacancies may be filled as needed.

Duties

Evaluates, analyzes, and assesses emerging industry tools, technologies, and best practices on IT products, solutions, and services to identify and champion opportunities for substantial optimization, innovation, and strategic advancement of agency processes and capabilities, operating with exceptional independence and expert authority. Provides authoritative recommendations, expert technical advice, guidance, and strategic insights on the adoption, implementation, and effective utilization of these tools and associated processes. Directs, leads, and coordinates the development, coordination, and implementation of government-wide strategic sourcing initiatives for complex, enterprise-level IT products, services, and solutions. Supports agencies in integrating solutions into their acquisition workflows. Works closely with stakeholders to ensure these tools are interoperable with existing agency systems, scalable across diverse acquisition environments, and fully aligned with federal security and data requirements, enabling consistent and effective adoption across government. Supports development, standardization, and continuous improvement of systems, tools, templates, and best practices to strengthen software contract and license management across federal agencies. Requirements

If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 4 investigation level). Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment. Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position. Qualifications

To evaluate your qualifications, your resume must clearly demonstrate how you meet the specialized experience described below. Your resume must not exceed two pages. The GS-14 salary range starts at $133,007 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the nine competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below: IT SPECIALIST COMPETENCY REQUIREMENTS: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints. Technical Competence – Uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as: designing,implementing and/or evaluating complex IT solutions that integrate multiple systems or platforms, including developing architecture diagrams, technical specifications, and documentation; Driving innovation in an organization by introducing new technologies or processes to align with organizational evolving objectives. This experience must also include: analyzing business or functional requirements, evaluating existing systems or architectures to identify improvements; and researching or recommending IT solutions based on functionality, scalability, security, cost, or integration needs. Such experience may be obtained in government, industry, or related fields.

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses: Mastery of knowledge of enterprise architecture IT theories, principles, concepts, standards, and practices evaluate emerging technologies and develop new methods supporting enterprise mission needs. Skill serving as a senior technical consultant advising leadership on integration of enterprise architecture with complex programs. Knowledge of IT acquisition processes and vendor technologies supporting strategic sourcing of enterprise-level IT products and services. Skill applying analytical methodologies to improve acquisition environments and lifecycle management processes. Knowledge of enterprise software markets, licensing models, and vendor business practices supporting lifecycle management improvements. Demonstration of these KSAs must be supported by your application. Applicants should also make note of each KSA, as you will be asked to address them later in the application process Your possession of the KSAs will place you in one of the following categories:. Best Qualified = 4+ out of 5 KSAs Well Qualified = 3 out of 5 KSAs (Well Qualified for CTAP/ICTAP) Qualified = 2 or less out of 5 KSAs.
