Summary
As a Technology Enablement Specialist, you will collaborate and communicate with government entities and relevant IT companies to educate and provide IT acquisition solutions tailored to agencies business requirements and administration priorities. Location of position: Washington, DC; Atlanta, GA; Philadelphia, PA; Chicago, IL; and San Francisco CA. We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
As an Artificial Intelligence (AI) Technical Subject Matter Expert, provides technical guidance for the development and management of the AI marketplace. Stays abreast of new AI developments and use cases. Provides recommendations to leadership to ensure governmentwide acquisition strategies remain aligned with the evolving AI ecosystem. Establishes and maintains effective government and industry stakeholder relationships to build AI capabilities securely and financially effectively. Establishes productive contacts with government and private industry to maintain and enhance technical knowledge and skills. Keeps current on new technology developments in the IT industry, and exchanges this information with FAS leadership, managers and end- users to foster and enhance mission performance. Requirements
If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level). Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment. Qualifications
To evaluate your qualifications, your resume must clearly demonstrate how you meet the specialized experience described below. Your resume must not exceed two pages. Education, certifications or licensures—If the job announcement requires any education, certifications or licensures, make sure to include the required information and any required documents like transcripts. Your resume should contain enough information to make a valid determination that you fully meet experience requirements for each grade level you are applying to. If you do not provide enough information for us to determine your qualifications, you may be rated ineligible. If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume. The GS-14 salary range starts at $133,007 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the nine competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below: IT SPECIALIST COMPETENCY REQUIREMENTS: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. Information Management - Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems. Interpersonal Skills - Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations. Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints. Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints. Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. Technical Competence – Uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as: Providing technical guidance in Artificial Intelligence (AI) and emerging technologies; Leading stakeholder engagement and relationship management with government and industry entities to secure AI capabilities; Developing future-oriented strategic roadmaps and Information Technology planning; Leading complex projects and providing expert consultation throughout the program lifecycle; and Conducting market analysis of technological advancements and industry trends to inform acquisition strategies and mission-critical programs.
How You Will Be Evaluated
A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses: Expert knowledge of artificial intelligence (AI) techniques and practices sufficient to accomplish assignments such as: Developing agency level AI playbooks; prototyping AI models using a modern deep learning framework; leveraging machine learning operations techniques for monitoring, validation, and governance of machine learning models; and conducting research for AI solutions to provide guidance to agency customers and to provide feedback to industry partners who offer embedded AI solutions. Knowledge of giving technology advice, guidance, and consultation for the full program lifecycle, including reviewing acquisition documentation and advising stakeholders to ensure alignment with critical IT requirements, including those associated with artificial intelligence procurements, while supporting the overall program success. Ability and Skills in providing recommendations to leadership to ensure governmentwide acquisition strategies remain aligned with the evolving AI ecosystem. Knowledge of acquisition process, contract language, and documents associated with the wide range of IT solutions and services. Skill and Ability to translate unique customer IT requirements into innovative, integrated, workable solutions, leveraging best practices. Demonstration of these KSAs must be supported by your application.
