TITLE:Manager, Grant Operations & Admin - Workforce Innovation & Systems

RESPONSIBLE TO:Senior Director, Grant Operations & Administration

DIVISION/DEPT:Mission Services, Grant Operations & Administration

SUPERVISES:No direct reports expected; provides dotted line portfolio direction to Specialist(s)

FLSA STATUS:Exempt

SUMMARY Manages the administrative backbone for the Workforce Innovation & Systems portfolio, including GDCA Digital Skills/LERs and Opportunity Accelerator grants. This position owns portfolio-level award activation, RFP/site-selection administration, sub-award lifecycle management, procurement/PO coordination, financial monitoring coordination, documentation integrity, and closeout discipline for high-volume private grants and sub-recipient activity.

NOTE: This position is supported by grants. The position’s establishment and continuance may be dependent upon on-going grant funding.

BASIC FUNCTION:

  • Portfolio Management & Grant Lifecyle Oversight- Manage the Workforce Innovation & Systems grant administration portfolio across the full grant lifecycle (award through closeout), ensuring coordination, execution, and performance across multiple concurrent and private and public grants.

  • Compliance, Systems, and Operational Infrastructure- Establish and maintain standardized grant administration systems, tools, and processes (policies, SOPs, templates, trackers, and audit-readiness protocols) to ensure compliance with funder and enterprise requirements.

  • Cross-Functional Coordination & Risk Management

Serve as the central coordination point across Program, Finance, Legal, and Development to operationalize grants, monitor financial and compliance performance, and proactively escalate risks to leadership.

SPECIFIC DUTIES:

Portfolio Administration & Award Setup

  • Manage a portfolio of active grants, including federal and private funding streams.

  • Receive and log grant awards: review terms, conditions, reporting requirements, and operational implications in partnership with cross-functional stakeholders

  • Coordinate grant launch activities, including SharePoint setup, grant coding requests, financial tracking inputs and system access needs.

Systems, SOPs, & Documentation Management

  • Maintain portfolio-specific grant administration infrastructure, including policies, SOPs, templated, reporting trackers, compliance checklists, grant calendars, and audit-readiness tools.

  • Ensure alignment of all portfolio documentation with organization standards and evolving compliance expectations.

Request For Proposal (RFP) Administration

  • Lead administration setup and coordination of RFP and site selection process.

  • Sub-Award Lifecycle Management

  • Manage the full-sub award process including template preparation, documentation assembly, contract system submission and contract workflow coordination, site- specific subawards, budgets and attachments, signature tracking and execution.

Financial Coordination & Invoicing

  • Coordinate sub-award invoicing, procurement, and PO workflows in partnership with Finance and Program teams. Monitor portfolio financial activity and ensure adherence to federal and funder requirements.

  • Support the flow-down of compliance requirements to internal teams and sub-recipients.

Monitoring, Reporting and Compliance

  • Support ongoing grant monitoring activities including budget and financial reviews, subrecipient financial and documentation compliance checks, manage narrative report compilation in preparation for submission, set and manage site visits (virtual or on-site) monitoring schedules, performance reviews and corrective action plan tracking and resolution

Closeout & Audit Readiness

  • Lead grant closeout planning and execution, including final deliverables, documentation completeness, and archival processes.

  • Ensure audit readiness and compliance with funder closeout requirements.

Risk Escalation & Team Coordination

  • Identify and escalate compliance, financial, capacity or reporting risks to the Sr. Director

  • Coordinate with Specialist staff to ensure continuity, cross-training, and workload coverage across the portfolio

RELATIONSHIPS:

Internal: Daily contact with GII team members to coordinate projects and support activities.

Local Goodwills : Frequent c ontact with representatives of Goodwill member organizations.

External: Contact with donors, funders, vendors and partners.

SKILLS NEEDED:

  • Demonstrates the ability to consistently execute work with accuracy, timeliness, and accountability.

  • Maintain a strong understanding of regulatory, funder, and organizational requirements while proactively managing risk.

  • Builds productive working relationships and aligns stakeholders around common goals.

  • Communicates information clearly and maintains accurate, organized records to support accountability and transparency.

  • Demonstrates comprehensive understanding of the full grant management process from opportunity identification through closeout.

  • Seeks opportunities to improve efficiency, effectiveness, and scalability through process and systems enhancements.

EDUCATION:

Bachelor’s degree in Business or Public Administration, Nonprofit Management, Project Management, Human Services or a related field. Master’s degree preferred but not required. Professional certifications such as PMP, or grant management desirable.

EXPERIENCE:

Minimum 3-5 years of progressively responsible experience in grant administration, project management, nonprofit administration or other operational roles. Experience using Microsoft Office Suite, SharePoint, Excel-based tracking tools, dashboards and collaboration platforms.

DECISION MAKING:

This position should exercise moderate independent judgment within established policies, procedures, and grant requirements.

SUPERVISION:

Works under general supervision with considerable latitude in organizing and executing assigned responsibilities. Work is reviewed for overall effectiveness, compliance, and results.

PHYSICAL EFFORT:

Sedentary with lifting 10 pounds maximum and occasionally lifting and/or carrying such articles or files. Walking and standing are required occasionally; long hours sitting at a desk and using a computer.
