IT Facilities Manager The Department of Administration's (Admin) Office of Technology and Information Services (OTIS) is seeking an IT Facilities Manager to join our team. The Department of Administration's Office of Technology and Information Services is the state’s central provider of IT services to state government agencies. OTIS oversees the state’s federated model for implementing, enhancing, and protecting information technology (IT) resources and the utilization of IT shared services across agencies. In this role you will work as a member of the Facilities Management team and be responsible for day-to-day oversight and operations of assigned OTIS facilities and locations. You will coordinate with OTIS personnel, vendors, and Admin employees responsible for maintenance and operation of state facilities including electrical systems, mechanical systems, security contractors, custodial services and other aspects of data center facility operation. Ensure high availability operations of data center spaces through regular preventative maintenance as well as through timely and efficient trouble resolution. Balance operational costs against functional requirements to improve operational efficiency throughout their area of responsibility.
The position is onsite Columbia, SC.
Responsibilities of the IT Facilities Manager:

Manage and provide technical leadership to OTIS Facilities Management team. Lead and support staff through coaching, training, and performance development. Streamline workflows while implementing management policies and organizational initiatives.

Establish procedures, standards and technical training related to operations and maintenance. Foster a team-oriented approach to work within the OTIS Facilities team, Facilities Management and Property Services (FMPS), and with other Division of Technology Operations service delivery units in order to provide excellent levels of coordination.

Provide support and planning for the assigned OTIS facilities. Maintain detailed specification requirements for space, electrical services, chilled water temperature, and HVAC air flows, ensuring that they all fall within the required specifications.

Closely coordinate work and planning with OTIS and FMPS teams. Oversee the facilities' physical security, access control systems, and video monitoring systems.

Coordinate with FMPS to ensure major building systems are kept in a good state of repair through equipment replacement and upgrades. Maintain OTIS component of FMPS Capital Improvement Plan. Manage Data Center Infrastructure Management software.

Oversee service tickets and work requests assigned to the unit, completing individually assigned requests and ensuring team assignments are resolved within established priority timeframes. Coordinate required maintenance and service activities with FMPS, vendors, and other service providers as needed.

Create and execute preventative maintenance schedules for all building electrical, HVAC, access control, and monitoring systems falling into scope of responsibility. Ensure annual Generators, UPS, batteries, fuel system, access control, and camera systems all have required maintenance contracts in force throughout the year through active purchase orders. Submit all required paperwork for all purchases throughout the year.

A bachelor’s degree in communications, business administration, information technology, mathematics, statistics, management information science or a related field. • Relevant trade education and experience may substitute for the bachelor's degree on a year-for-year basis.

A minimum of five (5) years of practical experience as a facilities manager or chief engineer at a medium or large data center facility (in excess of 20,000 square feet of raised floor). • Experience could also be in facilities information technology systems, engineering, architecture, engineering technology or building control systems, security access systems, facilities management or equivalent vocational education or training in a related trade.

Previous experience in supervising a team of facilities, electrical, cabling, and/or HVAC technicians is required.
Additional Requirements: • Broad knowledge and training in electrical distribution systems, HVAC systems, and overall building management.
- Must be highly skilled in reading contractor plans, electrical and HVAC diagrams, and building schematics.
- Experience with wiring, cabling, mechanical and electrical systems for medium to large data centers is required.
- Employee must be moderately proficient in the use of common desktop office computer software including the use of software specific to facility management.
- Employee must have experience with and be able to use computer-controlled building environmental systems, access control systems, and video surveillance systems.
- Employee must understand and apply appropriate fire regulations and codes, building codes, and industry-specific standards and procedures as they relate to enterprise-level data centers.
- Good communication skills, including good writing skills, are required to interact with and manage vendors and contractors and to author/present reports.
- Must be able to obtain & maintain all CJIS compliance requirements.
- Position requires frequent lifting: 25 lbs.
- Position may require overnight travel.
- Position may require employee to work evenings and weekends.
- Position requires on call shifts and call back.
- Position requires routine driver duties.
- Must maintain current Defensive Driving Certificate.
- Position requires frequent stooping and/or bending.
- Position requires frequent lifting.
- Position will be required to work during emergency situations and hazardous weather events.
- The employee may be required to work beyond 37.5 hours per week, including during emergency/disaster events, hazardous weather, nights, weekends, and holidays, either on-site, remotely, or in combination.
