This position serves our partners at the Minnesota Department of Transportation (MnDOT). MNIT MnDOT supports an agency with technology integrated into all areas of business. From business intelligence and solutions for critical transportation infrastructure to planning and operating a safe, efficient, and reliable multimodal transportation system, the team connects people and markets across Minnesota.
This position serves as the lead worker responsible for coordinating and directing the daily activities of technical staff in data warehouse development, performing advanced Oracle PL/SQL work, managing operational batch processing, and supporting integration of PeopleSoft financial, HR, and procurement data. It provides technical leadership to ensure consistent data warehouse practices, supports established architectural standards, and oversees system integration for MNIT partnering with MnDOT. The role collaborates with system architects to apply standards for data and application integration, including ETL processes and APIs, ensuring alignment with enterprise architecture and MnDOT strategic goals. As a lead for the Data Integration Team, the position guides daily technical work, advises on data warehouse practices, contributes to technology evaluation through research and proof-of-concept efforts, and ensures adherence to established processes and standards.
This position requires an employee to work onsite at 395 John Ireland Blvd., St. Paul , Minnesota at least 50% of the time, with limited telework available. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligibility depends on residence:

Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.

Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.

Candidates living 50 miles or more from the worksite in a bordering state are not eligible for hire unless relocating within 50 miles.
Minimum Qualifications

Position requires a minimum of five (5) years of IT related experience in large scale Oracle data warehouse system design, development, and data integration.
Experience must include:

Demonstrated experience serving as a lead worker responsible for coordinating daily work, mentoring team members, and ensuring quality and timeliness of deliverables.
-
Proficiency with complex custom Oracle PL/SQL development using stored procedures, triggers, functions, and packages.
-
Job scheduling, orchestration, and automation with toolsets such as JAMS.
-
Data modeling techniques and concepts (Normalized/Denormalized, Conceptual/Logical/Physical, Star, Snowflake) and schema design.

Advanced experience in complex Oracle SQL development, including query optimization, performance tuning, troubleshooting, and comprehensive data validation.

Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.

Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months.
Strongly Preferred Qualifications

Advanced system administration skills in development and implementing database operating system scripts.

Experience with Azure Service Bus Cloud Messaging Service used for messaging between entities.

Informatica Intelligence Data Management Cloud (IDMC) (Application Integration/Data Integration) development.

Webservice, REST, API, flows/pipelines development expertise.
Preferred Qualifications

Oracle PeopleSoft ERP database design and table logic.

Strong functional knowledge of financial modules - AP, AR, GL, Project Costing, and Billing.

Experience with Azure cloud data integration and data warehousing toolset and platform and Informatica swagger files and pagination.
