Full job description

Company: Davey Resource Group, Inc.

Locations: Dallas, TX, Tampa, FL

Additional Locations: Regional South

Work Site: On Site

Req ID: 230298

Position Overview

The Senior Fiber Manager is a hands-on, high-impact leader responsible for delivering Outside Plant (OSP) fiber optic infrastructure projects end-to-end while driving account growth, client retention, and business expansion.

This role blends operational field leadership with commercial acumen. You will not only manage construction schedules, budgets, safety, and field crews across complex aerial and underground builds, but you will also serve as the principal commercial face to the client—identifying new revenue opportunities, leading scope expansion discussions, and partnering with business development to secure new awards. You must be equally comfortable reviewing splice matrices and ROW permits in the field as you are delivering executive QBRs and scoping future market builds.

Job Duties

  • Act as the primary strategic and commercial partner for utility, municipal, and telecom clients, identifying organic growth opportunities, route extensions, and add-on services across assigned accounts.

  • Identify, negotiate, and price scope changes, change orders, and unforeseen field conditions to protect profitability and maximize project contract value.

  • Partner with executive leadership and business development teams to contribute field-level pricing, constructability reviews, schedules, and technical narratives for RFPs and bids.

  • Lead weekly client governance, executive dashboards, and Quarterly Business Reviews (QBRs), transforming project status discussions into relationship-building and pipeline-generation opportunities.

  • Spend significant time on job sites directly inspecting aerial/underground placement, splicing, testing (OTDR/Power Meter), and make-ready work, ensuring construction meets exact engineering standards and safety codes.

  • Directly navigate complex right-of-way (ROW), easement, railroad, DOT, and pole attachment agreements, stepping in personally to resolve agency or utility impasses.

  • Supervise internal field resources and external subcontractors; track labor, materials, and heavy equipment deployment to maximize daily linear foot production.

  • Own project-level budgets, margin health, invoicing milestones, resource allocation, and cash flow forecasting across multiple concurrent builds.

  • Proactively anticipate schedule delays, supply chain constraints, and field roadblocks, deploying hands-on contingency plans to keep deployments on time and within margin targets.

  • Enforce rigorous field safety standards (OSHA, NESC, DOT) and Davey’s safety culture across all field crews and subcontractors.

Qualifications

  • 7+ years of progressive experience in OSP fiber construction, utility infrastructure, or telecom project management, with demonstrated experience in a lead or senior capacity.

  • Proven track record of growing existing account revenue, winning change-order negotiations, and identifying new project opportunities through strong client relationships.

  • Deep, practical knowledge of underground (directional drilling, trenching, micro-trenching) and aerial fiber installation, splicing, testing, make-ready engineering, and joint-use pole permitting.

  • Direct experience managing project budgets ($5M+ preferred), unit-rate contract models, and vendor cost negotiations.

  • A true "player-coach" who thrives on traveling to active job sites, solving problems in real time with field crews, and representing the brand professionally in client boardrooms.

  • Willingness to travel throughout the southern regions to lead job sites, conduct client site walks, and attend commercial meetings. Degree in Construction Management, Engineering, Business, or equivalent field experience; PMP or industry-recognized certifications; proficiency in GIS/mapping platforms and project scheduling software.
