Full job description

Description

The Sr. Proposals & Contracts Manager leads the end-to-end bid, and contracting lifecycle across federal, state, and local government markets for Amazon Business. This is an integrated role that owns the process from early opportunity identification and deal shaping through RFP evaluation and response development, contract negotiation and execution.

The role requires contractual expertise, regulatory knowledge, and cross-functional leadership. The successful candidate champions the adoption of automation and AI to shape and qualify opportunities, accelerate RFx responses, strengthen contractual compliance, and improve operational efficiency at scale, while managing a high volume of bids and contracts without compromising accuracy, compliance, or customer responsiveness.

Operating within the Bid Capture team in the Managed Spend organization, this person serves as the primary operational owner of assigned opportunities from first signal to signed contract — engaging early to influence requirements and position Amazon Business ahead of the RFP — partnering across Sales, Pricing, Finance, Legal, Operations, Product, and Technology to turn pursuits into executed, compliant contracts.

Key job responsibilities

Own the end-to-end response process for commercial and public-sector RFPs, RFQs, and RFIs. Interpret solicitation requirements, opportunity shaping, lead bid/no-bid decisions with Sales, and manage proposal schedules, compliance matrices, and submissions. Coordinate Pricing, Finance, Legal, Product, and SMEs to deliver accurate, competitive, on-time responses.

Lead public-sector contract reviews and negotiations

Identify risks and deviations, partner with Legal and Finance to resolve them, and manage amendments, renewals, and lifecycle records.

Manage federal, state and local bids and contracts; apply working knowledge of the FAR and state/local frameworks; and ensure mandatory clauses, certifications, and representations are met.

Champion tools and automation across the bid-to-contract lifecycle, build reusable content and clause libraries, and establish quality controls for AI-generated outputs.

Serve as the primary operational owner of assigned opportunities from bid initiation through execution, partnering across functions and advising on contractual risk and procurement requirements.

Basic Qualifications

  • Bachelor's degree

  • 5+ years of experience in proposal management, contract management, capture, or bid management

  • Experience with public-sector (federal, state, and/or local) solicitations

  • Working knowledge of the FAR and/or state/local procurement frameworks, including mandatory clauses, certifications, and representations

Preferred Qualifications

  • Experience across the capture-to-contract lifecycle, including early opportunity shaping and bid/no-bid qualification

  • Experience applying AI/automation to proposal or contract workflows (AI-assisted drafting, content/clause libraries, pWin scoring, contract redlining,.)

  • Experience with cooperative purchasing vehicles and multi-entity public-sector contracting
