Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Joint Force Headquarters - Cyber at Fort Gordon, GA.
Duties
- Integrates comprehensive knowledge of requirements management operations with the Intelligence Preparation of the Battlefield process and emerging Service and National Intelligence Community cyber warfare doctrine.
- Understands the requirements management and all-source intelligence fusion process from tactical- to national-level as well as collection system capabilities and limitations.
- Maintains expert knowledge of the requirements management process and methodology as it pertains to threat analysis, and forecasting methodologies and the production of focused and actionable intelligence.
- Leverage unique automation systems and requirements databases employed by various organizations and entities to include joint, federal law enforcement, and National Intelligence Community agencies.
- Develop and write the organizational requirements plan and coordinate this effort with counterparts at numerous levels of effort to include theater Combatant Commands, Army Service Component Commands, and national intelligence organizations.
- Analyze production requirements to determine their validity and relevance, and then appropriately synchronize and integrate these requirements within the production process.
- Provide advice and counsel, develop job descriptions, prepare yearly evaluations for civilian and military employees, interview and evaluate candidates for positions, and ensures employee development with both formal and on-the-job training.
- Plan workflow and make work assignments, adjusting workloads and adapting or modifying procedures to alleviate backlogs or delays.
- Exercise authority to commit Requirements Management resources and obligate the Requirements Management to new directions or courses of action responding to Army, federal law enforcement, and national-level requests for intelligence support.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG-13 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: 1. Experience with Intelligence Production Management and setting long range estimate development and projections; 2. Intelligence Requirements Management;AND 3.Experience with the all-source intelligence process and procedures applicable to Intelligence Preparation of the Battlefield analysis. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
