Summary
This position is part of the CMEI Assistant Secretary for Office of Critical Minerals and Energy Innovation, Department of Energy. As a Senior Advisor, you will be responsible for high-impact policy, program integration, stakeholder engagement, and strategic initiatives rather than day-to-day management.
Duties
As a Senior Advisor, you will: Advise executive leadership on clean energy demonstration policies, long-range strategies, and organizational priorities to accelerate the commercialization of emerging energy technologies. Lead coordination and alignment across Department of Energy (DOE) program offices, National Laboratories, federal agencies, Tribal and state governments, and industry partners. Represent leadership in high-level engagements with senior DOE officials, the Office of Management and Budget (OMB), Congress, and external industry executives to defend program positions and resolve sensitive issues. Evaluate complex programmatic, technical, financial, and organizational issues, including project milestones and major funding initiatives, to identify emerging risks and recommend executive mitigation strategies. Lead strategic transformation, process improvement, and program governance initiatives to optimize workforce planning and overall organizational effectiveness. Prepare high-level executive deliverables (decision memoranda, briefings, congressional testimony) and monitor legislative/regulatory developments while coordinating agency responses to congressional, GAO, and Inspector General inquiries. Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting 2 of the 3 of the following: Formulating and recommending long-range organizational strategies, program policies, or strategic plans involving large-scale energy, industrial, or technology demonstration and deployment initiatives. Evaluating project milestones, technical feasibility, or investment decisions across complex programs to identify systemic risks and develop executive-level risk mitigation strategies. Assessing multi-project or portfolio performance using qualitative and quantitative evaluative methods to improve organizational effectiveness, resource allocation, and program governance. Limit your resume to no more than two (2) pages. If more than two pages are submitted, only the first two pages will be reviewed to determine your eligibility and qualifications. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
