Summary

The Program Specialist - Telehealth Technology Program Manager position is required to provide critical operational and technical program management and support necessary to sustain clinical Telehealth operations throughout the Sioux Falls VA Health Care System. These settings include four (4) Community Based Outpatient Clinics (CBOCs), one (1) Primary Care Telehealth Outpatient Clinics (PCTOCs), two (2) Vet Centers and the Veteran's place of residence, including state sponsored Veteran's Homes.

Duties

Major duties include: Manages critical operations of all technologies utilized by Telehealth and Connected Care programs and acts as the Project Manager for major deployments, upgrades, retrofits or refresh projects for technologies and applications throughout the facility/healthcare system, ensuring technologies are online and ready for use within established/required timeframes. Manages new Telehealth and Connected Care equipment implementations to including technology equipment review, testing, configuration, installation, security and verification of equipment's integration into existing IT network. Serves as the technical SME and technical team leader for the integration of Telehealth and Connected Care technologies into associated systems and products, such as scheduling interfaces (i.e., VlstA, Cerner, VA Online Scheduling, Telehealth Management Platform, etc.) and other future integration projects. Communicates and collaborates with OIT, Biomedical Engineering, Unified Communications Infrastructure Support (UCIS) team and other technical staff in the development, implementation and ongoing operations and maintenance of Telehealth and Connected Care technologies with regards to technology and goals. Manages complex projects with multiple technologies and/or multiple stakeholders, monitoring project milestones and deliverables and ensuring that assigned tasks are timely and correct. Identifies the developmental, training and orientation needs for Telehealth and other staff related to technology throughout the facility/healthcare system. Provides technical support and resolution of issues throughout the facility/healthcare system and consults with OIT stakeholders as needed. Recommends and assists in evaluation and monitoring of the quality, safety, efficiency, utilization, productivity and effectiveness of Telehealth and Connected Care technologies and integration of said Stakeholders to identify trends and issues of concern regarding clinical care and performance activities. Creates and generates Telehealth System and device utilization and availability reports, as required for the Telehealth Nurse Manager, TCT Supervisor, Telehealth Hub Directors and VAMC Leadership. Assists with the development, planning and establishment of the contractual strategy for the overall acquisition of Telehealth equipment to be used throughout the VAMC/Healthcare Center. Work Schedule: Monday-Friday 8:00 a.m. - 4:30 p.m. (work hours may be further discussed during interview process) Telework: This position may be authorized for ad hoc telework. Ad hoc occurs on an occasional, non-routine basis- for example, inclement weather or telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
