Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Realty Specialist, GS-1170-12 position with the U.S. Army Corps of Engineers, Fort Worth District, Real Estate Division. The duty location for this position is Fort Worth, TX.

Duties

• Serve as the Real Estate Division representative for civil works projects managed under the Project Management Business Process (PMBP).
• Develop project budgets, milestones, timelines, cooperative agreements, and other planning reports.
• Implement the acquisition of necessary real estate interests for civil works and military projects.
• Study plans and design memoranda and directs the preparation of right-of-way drawings in the most cost-effective manner.
• Represent Real Estate Division at meetings with local sponsors and other local interests regarding the real estate aspects of civil works projects.
• Conduct field investigations to determine the description, extent, and type of land or improvements to be acquired.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes at least 2 out of 3 of the following: 1) Analyzing real estate plans, design memoranda, or right-of-way drawings for a real estate office; OR 2) Advising clients on the acquisition or disposal of real estate; OR 3) Conducting field investigations to determine what land or improvement will be acquired for a real estate office. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) Engineers and Scientist (Resources and Construction) Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs MAY be authorized, subject to the provisions of the Joint Travel Regulations. Also depending on funding availability and management discretion. A Recruitment/Relocation Incentive MAY be offered, depending on funding availability and management discretion. An Incentive must be requested by selected applicant at the time of the tentative job offer and approved prior to hire. An Incentive requires a signed service agreement. Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term Appointment will be appointed/converted into a Term Appointment with no statutory return rights back to a permanent position.
