Summary
As the NIH Deputy Chief Information Officer (CIO) and Deputy Director, OCIO, the incumbent supports the NIH CIO's role as the authoritative resource and primary advisor to the Director of NIH with responsibility for NIH-wide information and information technology (IT) plans, policies, direction, and oversight; provides oversight of the NIH information security program; assures NIH compliance with Federal laws, regulations, policies, and guidance; and oversees the activities of the OCIO.
Duties
- Serves as an NIH executive liaison and advocate on matters affecting NIH-wide IT with other IT officials.
- Provides periodic briefings to the NIH CIO and to senior leadership at the NIH to keep them abreast of issues and developments.
- Leads and/or participates on Federal and US Dep. Health and Human Services (HHS)-level working groups and committees, representing and advocating for the critical and unique IT needs of the NIH research and administrative communities.
- Assists the NIH CIO in advising leadership and other senior staff on major IT issues and initiatives, ensuring all new and existing NIH IT supports the critical mission of HHS and NIH and is effectively managed according to Federal requirements.
- Leads activities of programmatic importance to the OCIO and NIH, such as NIH IT policy development and NIH-wide IT strategic planning and management initiatives.
- Either directly or through the efforts of OCIO Office Directors, team or project leaders, plans, manages, reviews, or evaluates the substantive work of the OCIO, providing technical guidance and direction to staff, as needed.
Qualifications
You qualify at the GS-15 level, if you meet one of the following qualification requirements: Have at least one (1) year of IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that you possess each of the following four competencies: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: advising the senior leadership on the strategic direction, governance, and management of significant enterprise-wide Information Technology (IT) resources and investments; establishing agency-wide IT policies, guidelines, standards, and governance frameworks; overseeing the enterprise IT security program and initiatives to protect and secure information assets; evaluating enterprise IT programs for effectiveness, efficiency, and alignment with organizational needs; and providing leadership and direction to other staff in planning and delivering IT projects and services. This position is designated as a "non-emergency/teleworker" position and the selected candidate will be considered a "non-emergency/teleworker" employee.
