Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA J9 (HAC)/HC4 CUST EXP PORTFOLIO OFC (HC41).

Duties

  • Provides leadership, supervision, and professional development to military, civilian, and contractor personnel within the Division.
  • Establishes clear expectations for personnel assigned, effectively delegates work, monitors progress, and motivates employees.
  • Directs, coordinates, and oversees work efforts of assigned and contractor personnel to ensure consistency in strategic plans function, the operations approach, methodology, tools, and analytical scope.
  • Leads all engagements, operations, procurement, financial, and personnel issues within the Hybrid Cloud Broker Division, and takes primary responsibility for ensuring HaCC/J-9 products and services are promoted to all government agencies.
  • Maintains situational awareness of customer missions, resources, operational challenges, and Congressional and Office of the Secretary of War (OSW) concerns.

Qualifications

Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Attention to Detail - experience reviewing information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards. Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs. Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience. Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues; anticipating information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions. Qualifying Experience: To qualify at the GG-15 grade level, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience leading high-performing teams and implementing initiatives for sales, marketing, and areas that enhance the customer support experience and strategic partner engagement, which includes experience in strategic partner relations, service delivery management, team leadership, priority management, and customer experience strategy to support organizational mission objectives; experience utilizing service metrics and customer feedback data to monitor performance, measure support effectiveness, and provide recommendations for refining customer-centric strategies; and experience in briefing senior leadership and strategic partners on support activities and service outcomes that align with business objectives. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for the qualifying experience at the GG-15 grade level. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment. This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service. This position is subject to completion of 1 year probationary period for assignment to a supervisory position. Accepting this position, you may be required to serve a 3 year trial period during which we will evaluate your fitness and whether your continued employment advances the public interest. Telework availability will be based upon the mission requirements and supervisory determination. Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement. Salary will be determined based on the duty location after selection. The salary range listed reflects the minimum locality rate (Rest of US) to the maximum locality rate applicable to the advertised duty stations, subject to the statutory cap of $197,200.
