Position: DES Coordinator

Salary: $29.00 - $31.00 per hour DOE

Schedule: Full-time with Benefits

Education/Experience/Training:

***Graduation from an accredited college or university with a Bachelor’s Degree in Emergency Management, Public Administration, or closely related field and two (2) years of experience managing emergency response and disaster preparedness programs.

***Or any equivalent combination of experience and training totaling six (6) years.

***Completion of FEMA ICS 100, 200, 700, and 800 (ICS 300/400 preferred).

Certifications:

***Valid Driver’s License issued by the State of Montana or be able to obtain within thirty (30) days from date of hire.

Sheriff’s Office Employment Statement:

Any individual with a felony conviction, a domestic violence conviction or outstanding warrants is ineligible for consideration for employment by the CCSO.

JOB SUMMARY

The Disaster & Emergency Services (DES) Coordinator (Coordinator) at the Cascade County Sheriff’s Office (CCSO) administers, plans and coordinates the activities of the Cascade County (County) DES Division and the County Emergency Medical Services/Quick Response Units, supervises and directs emergency preparedness and response functions for the County and serves as County Fire Warden. The Coordinator is exposed to sensitive and confidential information and must adhere to and comply with standards of confidentiality, must maintain continual contact with the public and engage in critical and frequent coordination of activities with other personnel and agencies. The Coordinator plans and supports emergency operations, maintains records and prepares reports, drafts cooperative agreements, evaluates, coordinates and communicates orally and in writing, reviews written materials, understands and applies regulations, coordinates natural and man-caused emergency activities with all federal, state, county and city agencies concerned and operates computers and two-way radios. The Coordinator performs other duties as required or assigned by the CCSO.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

Builds and maintains County disaster and emergency management capabilities to prepare for, prevent, protect, mitigate, respond to and recover from disaster and emergency incidents based on an all-hazards approach; Conducts/coordinates, publishes and maintains an all-hazards threat assessment; Creates/coordinates, publishes and maintains a pre-disaster mitigation plan; Develops, publishes and maintains an emergency operations plan; Establishes, publishes and manages a training, exercise and evaluation program; Coordinates and supports emergency response activities; Coordinates and supports post-emergency recovery, both short-term and long-term; Conducts/coordinates after-action reviews and reports; Develops and tracks the corrective action plan; Administers the Emergency Notification System; Administers the burn permit system; Plans, organizes and coordinates the activities of the County Fire Warden for rural fire protection and County EMS programs; Develops, implements, and maintains all written documentation required for contingency planning and emergency response of resources located within Cascade County; Assists in the preparation of a comprehensive budget with supporting documentation covering expenditures of the DES Division; Makes recommendations for the purchases new and replacement equipment for the Division and advises CCSO regarding requirements and conditions of response to emergency situations based upon established guidelines; Supports the EOC by identifying and acquiring necessary resources, personnel and materials for effective coordination during emergencies and disasters. Oversees recruitment, training and readiness of EOC staff and provides leadership during exercises, training events and real-world incidents; Coordinates and evaluates the testing of county level operating plans, as well as developing the test scenarios to test the effectiveness of civilian response to disaster and emergency situations; Coordinates preplanning for incidents and management of incidents for the County and the incorporated cities and towns with state and federal government agencies relating to emergency services matters; Keeps the Commissioners, mayors and city managers fully informed of emergency services activities as directed by the CCSO; Maintains records regarding inventory control, equipment maintenance, projects management, personnel management and capital replacement; Assists in the completion of documents required for requesting special funding for emergency and disaster services; Drafts, produces, and procures information and educational materials for the public regarding emergency situations; Tracks hazardous material report forms, incidents, and/or emergencies involving hazardous material within the county or adjacent to its borders; Reviews, plans, coordinates, and implements mutual aid agreements; Researches, completes, and administers grant applications for Emergency Management Performance Grant, Homeland Security, mitigation and other emergency management/services related grants; Responsible for application and administration of local, State and Federal grants for emergency and fire services; Maintains files, reports and records related to the grants; Administers the operation of the Cascade County Quick Response Units (QRU) an emergency medical response organization; Performs other duties as required or assigned.

Knowledge and understanding of:

Developing and implementing programs and disaster and emergency plans for public or private sector organizations; Wildland Fire Management and the State/County Cooperative Fire Management arrangement with the Montana Department of Natural Resources and Conservation (DNRC); Emergency management principles, ICS/NIMS, and public safety coordination; Emergency communication tools (e.g., radios, CAD systems, mass notification software); CSO/County privacy and security rules, policies and procedures; CCSO/County safety rules, policies and procedures; Excellent communication and organizational skills; Microsoft Office software including, Word, Excel, Outlook, PowerPoint, Publisher, internet and other computer software and applications related to the Coordinator position and duties.

Respond to the EOC, which is located at 3015 Airport Drive, Great Falls, MT 59404, within thirty (30) minutes of residence; Plan, coordinate and implement emergency services and organize the EOC; Understand and follow complex laws or regulations; Ability to work under pressure in high-stress, fast-paced environments; Exercise individual initiative; Follow verbal and written instructions; Establish effective working relationships with fellow employees, supervisors, various government agencies, and the public; Exercise sound judgment in stressful situations; Perform other duties as required or assigned.

The successful applicant shall serve a one-year probationary period.
