Summary
The Smithsonian Institution is the world's largest museum, education, and research complex, with 21 museums and the National Zoo. This position is located in the Office of Planning, Design and Construction (OPDC). OPDC is responsible for the Smithsonian's physical infrastructure, which comprises over 700 buildings, other structures and leased spaces many which are designated as historic and all of which are visited by millions of people each year.
Duties
The Supervisory Program Manager provides executive leadership, direction, and integration for the Institution's Facility Capital Program (FCP), a complex, multi-year portfolio of capital planning, design, and construction initiatives affecting all Smithsonian museums, research facilities, and support infrastructure. In this position, you will: Establish program priorities and ensure that scope, schedule, cost, and performance are aligned with institutional objectives, mission priorities, and external requirements. Identify risks, variances, and program slippages; evaluates program performance and takes corrective action to ensure effective execution of the Facility Capital Program. Lead program-level financial management, capital programming, resource allocation, budget formulation, forecasting, and performance tracking. Advise senior leadership and represent OPDC with Smithsonian executives, unit directors, Federal oversight organizations, contractors, consultants, and other stakeholders. Direct and supervise a multidisciplinary staff of program managers, analysts, and support personnel. Evaluate program effectiveness, efficiency, quality, workload, and resource utilization. Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-14 level in the Federal Service. For this position specialized experience is defined as planning, programming, budgeting, forecasting, resource allocation, performance monitoring, and execution of multiple concurrent projects related to Design and Construction; developing and implementing Design and Construction program policies, governance frameworks, and management controls; leading professional staff of Architects and Engineers; and advising senior leadership on programmatic, financial, and organizational matters. Experience must also include leading, managing, and integrating a capital improvement program or portfolio consisting of multiple concurrent Design and Construction projects with an aggregate annual value of approximately $175 million or greater. Your resume must be no more than two (2) pages and should clearly demonstrate how your experience aligns with the responsibilities and specialized experience required for this position. How You Will Be Evaluated
Applicants for this position may be evaluated in multiple stages. The first stage is an evaluation of your responses to the online multiple-choice questions that assess your experience, education, and/or training for the job related competencies below: Ability to manage all aspects of architectural/ engineering projects (new construction and major renovations) from inception to completion. Skill in managing Construction Programs which include program governance, performance monitoring, risk management, control systems to improve program execution and accountability. Knowledge of capital programming, financial management, budgeting, forecasting, and resource allocation. Skill in communicating with diverse audiences on various subjects such as negotiations and conflict resolution. Ability to supervise and develop a diverse multidisciplinary workforce. Ability to evaluate Construction programs milestones. Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria: Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above. Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above. Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree. This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
