Summary

Serves as a Budget Analyst for the Marine Debt & Finance Branch and is responsible for performing a variety of critical budget, financial and analytical duties associated with the planning, oversight, monitoring, and evaluation of budget activities and the expenditure of funds related to the procurement of commodities used in USDA food nutrition assistance programs.

Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Coordinates the development and preparation of annual budget submissions.
  • Analyzes commodity purchase program accounting and budget data and offers solutions to complex financial and program issues and problems.
  • Recommends policy and implements major and minor reprogramming of funds for assigned programs on a continuous basis.
  • Prepares allotments and allocations based on approved plans as controlled by appropriations, approved apportionments, estimates of receipts, and all special limitations.
  • Analyzes plans, develops recommendations, and prepares summary materials to facilitate decision-making by higher level Program/Agency management.
  • Monitors spending levels, avoids deficiencies, and ensures full allocations of appropriated levels.
  • Determines overall funds available to Program/Agency and makes recommendations on the distribution of funds.
  • Develops and maintains complete, current, and consistent data on fund utilization using knowledge of funds available to the Agencies
  • Coordinates the collection, analysis, and compilation of budgetary data for recurring management and budget reports reflecting program progress and resource requirements.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Coordinating and reviewing budget to assure funds are obligated in a timely and effective manner. Developing an agreement, and financial plan; and utilizing appropriate agreement closeout procedures. Interpreting and applying regulations, data analysis, & preparing formal documentation with minimal support. Note: There is no education substitution for this grade level. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Identifying and analyzing trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis, and that funds are available and being properly and effectively used to support program objectives. Researching and applying a wide range of qualitative and/or quantitative methods to identify, access, analyze, and improve team effectiveness, efficiency, and work products. Analyzing numerous accounts in maintaining, reconciling, determining proper adjustment needs, balancing, and closing accounts in an accounting system comprised of a large number of projects. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
