Duties
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Performs assignments that are agency-wide in scope and have significant impact on issues facing the operating unit. Conducts Business Reviews of field and headquarters offices, serves on task forces or study groups, and performs independent analyses of area or nationwide program operations. Comprehensively plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, teams, or interfacing administrative systems. Independently studies complex problems facing operating unit functions or those of particular concern within specialized areas of the organization. This may require coordinating input from activities outside the division and identifying new methods of performing work. Participates with cross-functional representatives on nationwide. Conducts studies and analyses to support operational reviews, measure achievement of goals, execution of plans, compliance with directives, and utilization of resources. Analyzes assigned program area(s) to discern trends in program delivery. Consolidates report data to measure effectiveness in meeting baselines or the degree to which program plans and achievements support strategic agency initiatives. Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. QUALIFICATION REQUIREMENTS SPECIALIZED EXPERIENCE: GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience includes: Experience with IRS functions, programs, policies, regulations, procedures, and operations to recognize significant tax, program, compliance, financial or operational issues; interpret applicable guidance; and develop or recommend new or revised policies, procedures, corrective actions, or training products for assigned programs. Applying a wide range of analytical and evaluative methods to conduct program, financial, compliance, quality, or operational reviews; identify trends, risks, and systemic issues; evaluate program effectiveness and internal controls; and develop recommendations for corrective actions and process improvements. Applying principles of management planning, risk assessment, program and process analysis to develop, design, and implement new or revised policies, procedures, internal controls, review methodologies, workflows, training products, job aids, or other program improvements. Applying IRS programs, policies, regulations and procedures; recognized as a technical authority in interpreting guidelines and applying them to situations, such as OMB Uniform Guidance, budgets, allowable costs, drawdowns, time/effort reporting, and/or performance measures for grant-funded activities. Communicating orally to present plans, findings, risks, recommendations, and proposals to individuals and groups, including senior-level managers, executives, field employees, internal and external stakeholders, partners, and other business units including OCPO (Office of the Chief Procurement Officer); facilitating discussions and gaining cooperation in resolving conflicting or sensitive issues. Communicating in writing to prepare comprehensive reports, technical guidance, decision documents, review findings, corrective action recommendations, policies, procedures, job aids, training materials, and executive-level briefings; documenting findings and conclusions to support management decisions. Providing technical guidance and serving as a program, policy and tax law expert to interpret requirements, resolve critical or unusual issues, prepare decision packages and studies, and develop major recommendations affecting program operations. Leading or coordinating cross-functional teams and working with IRS business units including OCPO (Office of the Chief Procurement Officer), field operations, contractors, partners, and external stakeholders to resolve program issues, establish consistent standards and controls, implement corrective actions, and improve program accountability and operational consistency. Analyzing program problems, coordinates cross-functional input, identifies new methods, and plans and coordinates functions and systems. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions. Education
A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. A quality group rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level groups, Superior/Best Qualified, Highly Qualified and Qualified. Referral: Eligible applicants rated in the highest quality group, may be referred to a selecting official for consideration. Candidates, if required to participate in a selection interview (telephonic and/or in person at the discretion of the Selecting Official in accordance with hiring practices), will be interviewed in quality group order.
