WHAT IS LARGE BUSINESS & INTERNATIONAL? Position(s) are to be filled in following area(s): LBI - Large Business & International (LB&I) Positions will be placed in either Western Compliance Practice Area (WCPA), Northeast Compliance Practice Area (NECPA), Withholding Exchange & International Individual Compliance (WEIIC), and Assistant Deputy Commissioner Compliance Integration (ADCCI). Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Conducts Business Reviews of field and headquarters offices, serves on task forces or study groups, and performs independent analyses of area or nationwide program operations. Comprehensively plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, teams, or interfacing administrative systems. Independently studies complex problems facing operating unit functions or those of particular concern within specialized areas of the organization. This may require coordinating input from activities outside the division and identifying new methods of performing work. Participates with cross-functional representatives on nationwide programs. Conducts studies and analyses to support operational reviews, measure achievement of goals, execution of plans, compliance with directives, and utilization of resources. Identifies problems, best practices, and emerging tax compliance issues; develops, recommends, and facilitates process improvements and planning options; and reports results to affected management officials. Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE GS-14: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience includes: Experience applying professional accounting principles, theories, and practices and interpreting and applying Federal tax laws, regulations, policies, and precedents to analyze tax administration, compliance, business, financial, and operational issues. Experience planning, coordinating, and conducting projects, operational reviews, and studies related to program operations. Experience applying analytical and evaluative methods to assess program performance, resource utilization, cost-benefit relationships, compliance issues, and achievement of organizational objectives. Experience developing recommendations, alternative strategies, and process improvements based on analyses of program operations. Experience interpreting, adapting, and implementing policies, procedures, and program requirements and assessing their impact on program operations. Experience providing technical guidance and recommendations to management, analysts, employees, and other stakeholders regarding program and policy matters. Experience coordinating cross-functional activities to obtain input, address program and policy issues, and support program initiatives. Experience communicating analyses, findings, recommendations, and technical guidance orally and in writing. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions. Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. A quality group rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level groups, Superior/Best Qualified, Highly Qualified and Qualified. Referral: Eligible applicants rated in the highest quality group, may be referred to a selecting official for consideration. Candidates, if required to participate in a selection interview (telephonic and/or in person at the discretion of the Selecting Official in accordance with hiring practices), will be interviewed in quality group order.
