Summary

This position is located in the Division of Risk Management Supervision of the FDIC and serves as a subject matter expert providing guidance to field staff, case managers, and Regional Office management on matters pertaining to: Anti-Money Laundering/Countering the Financing of Terrorism; Office of Foreign Assets Control/sanctions; assessment of civil money penalties; and investigations and responsibilities as authorized under Sections 10(c) and 19 of the Federal Deposit Insurance Act.

Duties

Serves as a point of contact with the Financial Crimes Section, the local OIG office, and Legal Division, and provides guidance to bank personnel regarding Bank Secrecy Act (BSA) as part of Anti-Money Laundering(AML) / Countering the Financing of Terrorism (CFT) supervisory activities. Keeps informed of current events related to money laundering, terrorist financing, sanctions, and other suspicious activity. Reviews and analyzes field staff-prepared Civil Money Penalties (CMP) referrals, reports of investigations where AML/CFT issues were identified and applications submitted by banks. Prepares recommendations for informal actions and actions for AML/CFT findings/violations as well as Individual Section 19i Waiver Applications for signature/submission to the Washington Office. Functions as the point of contact for the local OIG and the Region's Legal Division to facilitate referrals to other law enforcement agencies. Develops and applies unique or extensive analysis techniques and methods to gather and review information necessary to make an informed decision as to the appropriateness of filing a Suspicious Activity Report (SAR). Utilizes and provides guidance to the field staff on the use of the Financial Crimes Enforcement Network (FinCen) portal to submit data and perform queries. Makes presentations at seminars, meetings, and other training events to bank industry groups and provides training to FDIC and state agencies when required. Requirements

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as: 1) Performing examinations of insured depository institutions and evaluating the safety, soundness, and risk posed to the insurance fund, including reviewing anti-money laundering (AML)/ countering the financing of terrorism (CFT) bank examination reports, audit reports, suspicious activity reports, or other applicable documents to analyze and assess compliance with AML-related regulations, policies, and law; and 2) Providing guidance, recommendations, or responses, to questions regarding BSA as part of AML/CFT supervisory activities; and 3) Representing a work unit or organization on matters relating to AML/CFT or other matters relating to fraud or illicit finance for the purpose of building and maintaining relationships or presenting an organization's perspective on such matters. Must be a commissioned risk examiner in the FDIC or another organization with comparable commissioning criteria to that used by the FDIC's Division of Risk Management Supervision. This position can be filled at any FDIC Regional or Field office in Chicago, Dallas, New York or San Francisco. The duty station is determined upon selection and subject to space availability. Relocation is not authorized. Additional selections may be made from this vacancy announcement to fill similar vacancies that occur subsequent to this announcement. The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 17.06% to a high of 51.75%. Pay will vary by grade level and the locality rate for the geographic location where the position is located. For more on FDIC locality rates, click here. Salary reflects a pay cap for this position of $257,500. If selected, you may be required to serve a probationary or trial period as applicable to appointment type. During the probationary or trial period, you will be evaluated for fitness and whether your continued employment advances the public interest. Financial Institution Examiners must comply with Section 3201.102 of Supplemental Standards of Ethical Conduct for FDIC Employees (5 CFR Part 3201), which, in part, prohibits them and their immediate families from accepting certain credit from State nonmember banks. All Financial Institution Examiners are prohibited from the following: 1. Obtaining a loan or a line of credit from any insured state nonmember bank or its subsidiaries. Any extensions of credit held by the Examiner, the Examiner's spouse, or any dependent children are direct or indirect extensions of credit to the Examiner. Exceptions: a. Loans for a primary residence are permissible. The Examiner must not participate in any examination of that institution with which he holds the primary residence loan, and a "cooling off" period is required before negotiating a loan for a primary residence from any institution the Examiner has examined. b. No restrictions on obtaining credit cards issued under the same terms and conditions available to the public from an insured state nonmember bank either within or outside of their field office of assignment. 2. Participating in any examination, or other matter, involving an insured depository institution or any person with whom the Examiner has an outstanding loan or line of credit. 3. Performing any service for compensation with any bank, or for any officer, director, or employee thereof, or for any person connected therewith. 4. Disclosing any confidential information from a bank examination report except as authorized by law. 5. Soliciting or accepting any gift from a prohibited source or because of the Examiner's official position.
