Summary
This position is located in the Division of Risk Management Supervision (RMS). The Examination Specialist (Training) will be responsible for supporting the knowledge management strategy and framework of Division of Risk Management Supervision. The duty location will be determined upon selection. This position can be filled at any FDIC Regional, Field, or Headquarters office. Relocation is not authorized. The selectee will remain at their assigned duty station
Duties
Responsible for supporting the knowledge management strategy and framework of the Division, and the development, implementation and evaluation of the Division's strategic learning plan, including making recommendations and updates. Serves as the POC for the Division's knowledge and training efforts and reviews training materials developed for various courses and either revises as needed or oversees necessary revisions to course materials. Identifies knowledge needs and gaps of Division employees through the use of various feedback mechanisms and reviews feedback on training to evaluate whether training meets intended objectives and is effective. Monitors and evaluates developments in the financial services industry to assess the potential effect of emerging issues on the Division's training needs. Develops effective and timely communication methods to inform Division personnel of the availability and content of training resources and offerings. Prepares numerous management reports and memoranda and works with Corporate University to ensure that training program data bases are maintained. Supports the semi-annual review of the Technical Evaluation question bank and coordinates with the external vendor to ensure that applicable test items are modified. Coordinates with personnel from Federal and state regulatory agencies to ensure consistency in and effective delivery of training efforts and represents the Division on various working groups and committees related to knowledge management and training. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here. CG-14 To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-13 grade level or above in the Federal service. Specialized experience is defined as experience leading Risk Management examinations of larger or more complex insured depository institutions and evaluating financial institution safety, soundness, and risk posed to the insurance fund; and providing technical advice, counsel, and guidance to staff regarding special situations, complex examinations, enforcement matters, and/or regulatory applications of insured financial institutions. Selective Placement Factor: Applicants must be a commissioned FDIC Financial Institution Examiner (Risk Management) or hold a Risk Management Examiner commission from another comparable organization as determined by the FDIC. The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 17.06% to a high of 51.75%. Pay will vary by grade level and the locality rate for the geographic location where the position is located. For more on FDIC locality rates, click here. Salary reflects a pay cap for this position of $257,500. If selected, you may be required to serve a probationary or trial period as applicable to appointment type. During the probationary or trial period, you will be evaluated for fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Financial Institution Examiners must maintain the highest personal ethical standards as provided in Part 336 of the FDIC's Rules and Regulations, (Employee Responsibilities and Conduct). Financial Institution Examiners must comply with Section 3201.102 of Supplemental Standards of Ethical Conduct for FDIC Employees (5 CFR Part 3201), which, in part, prohibits them and their immediate families from accepting certain credit from State nonmember banks. All Financial Institution Examiners are prohibited from the following: 1. Obtaining a loan or a line of credit from any insured state nonmember bank or its subsidiaries. Any extensions of credit held by the Examiner, the Examiner's spouse, or any dependent children are direct or indirect extensions of credit to the Examiner. Exceptions: a. Loans for a primary residence are permissible. The Examiner must not participate in any examination of that institution with which he holds the primary residence loan, and a "cooling off" period is required before negotiating a loan for a primary residence from any institution the Examiner has examined. b. No restrictions on obtaining credit cards issued under the same terms and conditions available to the public from an insured state nonmember bank either within or outside of their field office of assignment. 2. Participating in any examination, or other matter, involving an insured depository institution or any person with whom the Examiner has an outstanding loan or line of credit. 3. Performing any service for compensation with any bank, or for any officer, director, or employee thereof, or for any person connected therewith. 4. Disclosing any confidential information from a bank examination report except as authorized by law. 5. Soliciting or accepting any gift from a prohibited source or because of the Examiner's official position.
