Job Description:
Parsons is seeking a Modular Construction and Logistics Manager to join our Owner’s Advisor team supporting the Medical Enlisted Training Campus (METC) Recapitalization Program at Joint Base San Antonio–Fort Sam Houston. This mission-critical initiative will deliver five modern dormitory facilities for up to 6,000 joint-service medical students and the associated infrastructure.
Working alongside government leaders, military stakeholders, designers, and contractors, you will help manage risk, protect the government’s interests, and support the successful delivery of a high-profile Progressive Design-Build program. This is a unique opportunity to contribute to a landmark campus, advance innovative delivery methods, and help shape the future of large-scale Air Force infrastructure programs.
What You'll Be Doing:
-
Lead integration of modular fabrication, transportation, staging, delivery, and onsite installation activities for the METC program.
-
Maintain end-to-end visibility from factory production through module setting and building integration to ensure manufacturing output, transportation capacity, site readiness, and installation sequencing remain synchronized with the master schedule.
-
Develop and maintain the integrated modular production, transportation, staging, and installation strategy in coordination with the Design-Builder and Owner’s Advisor team.
-
Coordinate factory production milestones with onsite foundations, utilities, crane operations, laydown areas, module setting, weather protection, and field completion activities.
-
Maintain visibility of module status from fabrication through inspection, release, shipment, arrival, staging, setting, enclosure, and final integration.
-
Coordinate with factory inspectors to verify modules are released only after required inspections, testing, documentation, and nonconformance resolution are complete.
-
Evaluate manufacturing throughput, transportation capacity, site receiving capacity, crane productivity, and installation rates against schedule requirements.
-
Identify logistics constraints associated with oversized loads, delivery routes, permits, escort requirements, installation access, crane positioning, laydown areas, and temporary storage.
-
Lead modular logistics readiness reviews before major production, shipment, and installation milestones.
-
Monitor interfaces between factory-installed and field-installed systems, including structural connections, MEP connections, envelope closure, fire protection, controls, and commissioning requirements.
-
Develop contingency strategies for transportation interruptions, factory delays, damaged modules, weather events, crane disruptions, and site-readiness constraints.
-
Provide modular production and logistics status, forecasts, risks, and recovery recommendations to the Program Manager and integrated project controls team.
What Required Skills You'll Bring:
-
Bachelor’s degree in engineering, construction management, logistics, manufacturing, or related field; 15+ years of relevant construction or logistics experience.
-
Demonstrated experience coordinating complex construction logistics, supply-chain activities, transportation, staging, or major equipment/material deliveries.
-
Experience integrating production or fabrication activities with onsite construction schedules and installation requirements.
-
Ability to obtain and maintain unescorted access to JBSA Fort Sam Houston.
-
Ability to communicate effectively, maintain accurate records, collaborate across disciplines, and handle project information in approved systems.
-
Ability to maintain a one team mentality amongst all stakeholders.
What Desired Skills You'll Bring:
- Direct experience with volumetric modular construction, offsite manufacturing, oversized-load transportation, crane planning, just-in-time delivery, and modular installation sequencing.
Security Clearance Requirement:
None
