CONTRACT SPECIALIST

Summary

You will serve as a CONTRACT SPECIALIST in the Architect-Engineer Branch (CON31 or CON32) of the CONTRACTING DIVISION of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

Duties

• You will review contract proposals, acquisition, source selection plans, or documents prior to contract pre-award and post-award for regulatory compliance.
• You will direct a full range of procurement pre-award and post-awards functions to include drafting and issuing solicitations, negotiations, source selection, contract award, contract modifications and contract closeout.
• You will conduct pre-negotiation conferences to negotiate prices, terms, conditions, contract modifications, and settlements.
• You will negotiate and resolve problems related to procurement planning, source selection, and contract performance.
• You will analyze price or cost data for pre-award and post award procurement activities of construction and Architect/Engineering, (A/E) contracts.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing the full range of pre and post award contractual actions required in the procurement of services, construction, architect/engineering services, or facility support services, utilizing sealed bid, negotiation, and small purchase negotiation procedures; Interpreting and ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards or procedures; Reviewing procurement requests to assure clarity, adequacy, and completeness; Serving as contractual authority on the acceptability and applicability of contractual matters on contract actions, and provides advice, training, guidance, and interpretation to the team on procurement regulations, policies, and procedures; and Advising on and conducting the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and closeouts. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
