Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does not convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DoD Cyber Defense Command (DCDC).

Duties

  • Oversees the cyber protection team operations process, from mission trigger to post-mission assessment, and approves complex mission plans to ensure alignment with commander's intent.
  • Leads liaison efforts with other components, intelligence agencies, and mission partners to deconflict operations, share intelligence, and ensure a unified effort in cyberspace.
  • Provides authoritative advice, guidance, and oversight regarding the policy, planning, and functioning of countermeasures, emerging technologies, and mission assurance functions.
  • Coordinates and implements defensive cyberspace operations and cultivates relationships with partner organizations to optimize services rendered against cyber aggression.
  • Performs the full range of supervisory duties, including planning and assigning work, setting performance standards, and identifying developmental and training needs for personnel.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. and at least 1 year of qualifying experience. Qualifying Experience: To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. Qualifying experience is described as experience such as: providing advice or guidance on defensive cyberspace operations; or developing policies or procedures for IT and cybersecurity; or performing vulnerability and threat assessments to solve complex problems; or overseeing a technical team's operations process. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

This position is in the Excepted Service and does not convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment. This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service. A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service. This position is subject to completion of 1 year probationary period for assignment to a supervisory position. Telework availability will be based upon the mission requirements and supervisory determination Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement. It applies to former Federal civilian employees receiving a retirement annuity from the Civil Service Retirement and Disability Fund that are hired within the DoD on or after November 24, 2003.
