Information Technology Specialist (INFOSEC)

Summary

This position is located in the Federal Trade Commission's Office of the Commissioner, Office of the Chief Information Officer (OCIO). The Office of the Chief Information Officer (OCIO) oversees all IT services in support of the FTC's mission and strategic plan.

Duties

The incumbent's duties will include: Planning and carrying out diverse IT security assignments utilizing IT practices and methods; analyzes and evaluates proposed changes and problems in the assigned area of responsibility; and identifies and specifies information systems security requirements; Providing information security technical guidance to, and works with a variety of stakeholders in developing solutions to meet their needs; Assisting with the research that affects the confidentiality, integrity, and availability of IT services and business requirements that affect the customer's satisfaction with these services, develops alternatives for management's consideration based on that research, and can implement those recommendations to maintain ongoing operations on approval from upper management; Assisting with the research that affects the confidentiality, integrity, and availability of IT services and business requirements that affect the customer's satisfaction with these services, develops alternatives for management's consideration based on that research, and can implement those recommendations to maintain ongoing operations on approval from upper management; Providing advice to staff and supervisors based on research and implementation regarding ongoing operations; Making recommendations regarding course of action, summarizing challenges, and developing alternatives for the supervisor's decision. Information provided by the incumbent should be comprehensive enough to assist staff and supervisors in the verification and thoroughness of work through the use of FTC data such as that for budgets, acquisitions, governance, performance management, enterprise architecture, and customer feedback; and Performing other duties as assigned. Qualifications

To qualify for an Information Technology Specialist (INFOSEC) at the GS-11 level, you must meet the following Basic Requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For the GS-11 level: Qualifications based on Education (You must provide a copy of your transcript(s) to verify your claim): Master's degree or equivalent graduate degree or Two (2) full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree. For the GS-11 level: Specialized Experience: (Your resume must include details that support your claim(s).You MUST have at least 52 weeks (1 year) of specialized experience at the GS-09 or equivalent in the Federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience includes Performing IT-related tasks such as:- assisting with research on security vulnerabilities and threats;- personal responsibility for at least a segment of the overall project to develop recommendations and plans to minimize risks associated with vulnerabilities;- identifying and evaluating new security technologies;- promoting awareness of security issues among management, staff, and the public, and ensuring security principles are reflected in policies;- and/or supporting the gathering, analysis, and preservation of evidence used in the investigation or prosecution of computer fraud or other computer crimes. Specialized Experience refers to paid and unpaid experience.
