Since its founding in 2000, ULCS has grown to more than 2,300 employees operating across 15 states, performing transmission, distribution, substation, and infrastructure work throughout the Mid-Atlantic, Southeast, and South regions of the United States.

As a member of the Asplundh Infrastructure Group, ULCS is backed by the resources, stability, and nearly 100-year legacy of the Asplundh family of companies. Our customers rely on us to deliver safe, high-quality solutions that keep critical infrastructure operating and communities powered.

Role Overview

As a Senior Transmission Line Estimator , you will lead the estimating strategy for complex transmission, substation, storm restoration, and utility infrastructure projects. You will serve as a trusted advisor to Operations Leadership and Executive Management, helping shape pursuit strategy, evaluate risk, develop execution plans, and position ULCS to successfully win and execute major projects.

This role requires a deep understanding of transmission construction means and methods, field productivity, labor planning, equipment utilization, construction sequencing, and utility contracting practices. In addition to developing estimates, the Senior Estimator plays a key role in mentorship, process improvement, and continuous enhancement of estimating standards and best practices across the organization.

This is a fully remote position. Preference will be given to candidates located in Arkansas, Louisiana, Mississippi, and Texas, though qualified candidates throughout the United States will be considered.

How You Will Make an Impact

  • Lead estimating efforts for the company's largest and most complex transmission, substation, storm restoration, and utility infrastructure projects from opportunity assessment through bid submission.

  • Develop and review labor, equipment, material, subcontractor, and production-based estimates utilizing HCSS HeavyBid and related estimating platforms.

  • Partner with Operations, Project Management, and Executive Leadership to develop bid strategies, evaluate risk, and create executable project plans that drive profitable growth.

  • Review drawings, contracts, specifications, and commercial terms to identify project risks, scope gaps, constructability concerns, and pricing opportunities.

  • Support client presentations, estimate reviews, project turnover meetings, and major proposal efforts.

  • Provide technical leadership and mentorship to estimating team members while driving continuous improvement initiatives related to estimating procedures, production databases, and bid development processes.

  • Present bid strategies, estimate reviews, and risk assessments to Executive Leadership and support final pursuit decisions on strategic opportunities.

What You Will Bring

  • 7+ years of transmission line construction estimating experience with demonstrated success supporting high-voltage transmission projects ranging from 69kV to 500kV+.

  • Advanced proficiency with HCSS HeavyBid; experience with Bid2Win (B2W Estimate) is also valued.

  • Demonstrated success leading estimates for major transmission EPC projects and utility capital programs, including labor-driven estimates, quantity takeoffs, risk evaluation, constructability reviews, and execution planning.

  • Experience supporting investor-owned utilities, electric cooperatives, municipalities, EPC projects, Master Service Agreements (MSAs), storm restoration, and emergency response programs.

  • Strong communication, presentation, leadership, and collaboration skills with the ability to influence stakeholders across all levels of the organization.

  • Advanced Microsoft Excel and/or Smartsheet skills.

  • Bachelor's degree in Construction Management, Engineering, Engineering Technology, Business, or a related field preferred.

  • PMP, CCP, PSP, or related project controls and estimating certifications are a plus.

  • Previous field experience as a Journeyman Lineman, Foreman, General Foreman, Superintendent, Field Engineer, or Project Engineer.

Work Environment & Preferences

  • Work Model: Remote (Arkansas, Louisiana, or Mississippi preferred)

  • Schedule: Full-time, exempt

  • Travel Requirements: 10- 25% travel based on business needs, client meetings, pre-bid activities, site assessments, and project turnover requirements. A valid driver’s license is required.

  • Physical Requirements: Ability to work in both office and field environments and safely navigate active construction sites, transmission rights-of-way, and utility facilities while wearing appropriate PPE.

  • Additional Compensation: In addition to base salary, this position is eligible for participation in the company's profit-sharing program and annual bonus, subject to company performance and applicable plan terms.

Why Work Here?

At ULCS, service and commitment are the hallmarks of our business. Our teams tackle some of the industry's most complex transmission, distribution, and substation projects with the mindset that no challenge is too large, no schedule is too demanding, and no project obstacle is insurmountable. Backed by the strength of Asplundh, we bring the resources, expertise, and determination necessary to help our customers succeed.

Safety is at the core of everything we do. ULCS is proud to participate in the OSHA Electrical Transmission & Distribution Partnership, reinforcing our commitment to protecting our employees, customers, contractors, and communities while delivering exceptional project results.
