Full job description

AGENCY COMPLIANCE NOTICE - PLEASE READ BEFORE APPLYING: This is a senior operational leadership position. Our agency strictly requires a minimum of 4 years of verifiable LEADERSHIP or SUPERVISORY experience specifically within a licensed Residential Habilitation setting. Candidates whose experience is limited to entry-level direct care (DSP) or running a single-site house without multi-site administrative and budgetary oversight will not qualify or be considered. About the Opportunity We are seeking an organized and highly capable Residential Manager to oversee daily operations across our agency. You will provide comprehensive administrative management for our close-knit team of 13 staff, as well as logistics and household operations for two small, intimate residential homes supporting a total of four individuals. Working collaboratively with agency leadership, you will deliver the critical daily oversight needed to ensure our homes are fully staffed, compliant, and thriving. Position Overview & Expectations This is an on-site leadership role. While you will oversee the master workforce schedule, the nature of a 24/7 residential agency requires complete flexibility. You will be expected to manage schedules, quickly locate coverage for last-minute staffing voids, and remain adaptable to step in as direct care backup during emergencies or severe staffing shortages. Key Responsibilities 1. Agency-Wide Oversight: Directly oversee agency operations, including monitoring the performance of the Program Specialist to ensure all regulatory paperwork, note audits, and safety deadlines are met on time. 2. Hiring & Talent Acquisition: Lead the agency's recruitment, interviewing, and hiring processes to maintain a full roster of high-quality Direct Support Professionals (DSPs). 3. Master Scheduling: Manage the master staff schedule for agency homes, proactively addressing staffing gaps and controlling overtime expenses. 4. Financial & House Budgeting: Manage household operational budgets, oversee petty cash, and audit individual resident ledgers to ensure absolute compliance with personal funds regulations. 5. Logistics & Procurement: Coordinate grocery shopping, supplies, and medical prescription refills in advance so the homes are always fully stocked. 6. Activity Logistics: Coordinate DSP scheduling, transportation, and household activity budgets to fully execute the monthly community integration calendars designed by the Program Specialist. 7. Physical Site Inspections: Maintain the physical homes and agency vehicles, ensuring all state inspections, maintenance, and safety equipment are up to date. 8. Direct Care Backup: Serve as a safety net for the agency by stepping onto the floor to provide direct care support during critical staffing shortages or operational emergencies. Qualifications & Requirements 1. Leadership Tenure: Minimum of 4 years of direct, verifiable supervisory or management experience within a PA Chapter 6400/6100 residential environment. 2. Regulatory Knowledge: Deep operational familiarity with ODP billing structures, HCSIS/EIM platforms, and labor coordination. 3. Technical & Analytical Skills: Proficiency in building employee schedules, managing spreadsheets/budgets, and utilizing digital management tools. 4. Core Traits: Exceptional crisis-management skills, a professional demeanor capable of enforcing accountability, and elite communication skills.
