You will serve as a primary delivery interface among customer leadership, Oracle teams, and delivery partners. Working with architects, engineers, security specialists, and operations teams, you will translate program objectives into executable plans, resolve dependencies, and guide initiatives from discovery and planning through implementation, stabilization, and transition to operations. Success in this role requires technical judgment, disciplined project execution, and the ability to communicate clearly with both engineering teams and senior mission stakeholders. The ability to obtain and maintain TS/SCI eligibility with polygraph required.

If you thrive in a fast-paced, data-driven organization and enjoy solving complex data engineering challenges, we want to hear from you.

Responsibilities

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related discipline.

  • The ability to obtain and maintain TS/SCI eligibility with polygraph required.

  • At least 15 years of relevant experience designing, implementing, or supporting enterprise-scale infrastructure and mission systems.

  • Demonstrated success leading complex, cross-functional IT initiatives from initiation through implementation and transition to operations.

  • Experience managing project scope, schedule, budget, resources, risks, issues, dependencies, and stakeholder expectations.

  • Strong technical fluency across enterprise architecture, infrastructure, security, software delivery, and operations, with the ability to evaluate delivery impacts and explain technical tradeoffs to nontechnical stakeholders.

  • Experience developing integrated project plans, coordinating multiple delivery teams, and driving milestones and deliverables to completion.

  • Experience operating in a SAFe Agile environment, including PI Planning, backlog and dependency management, release planning, and coordination across teams.

  • Proficiency with Jira and Confluence to manage delivery plans, track work and dependencies, maintain documentation, and report meaningful delivery metrics.

  • Experience leading customer status meetings and executive briefings, including communicating risks, recovery plans, and decisions requiring leadership action.

  • Experience directing implementation readiness, migration, testing, cutover, stabilization, and transition to operations.

  • Experience managing delivery against contractual commitments and applicable security, compliance, governance, and documentation requirements.

  • Strong facilitation, negotiation, organization, and problem-solving skills, including the ability to resolve competing priorities and establish accountability across teams.

  • Strong written and verbal communication skills, including the ability to develop delivery plans and executive presentations and review architecture diagrams and technical designs with engineering leads.

Desired Skills:

  • Experience supporting IC or other federal mission systems.

  • Experience delivering solutions in government or classified cloud environments.

  • Working knowledge of Oracle Cloud Infrastructure (OCI), Oracle Database, and enterprise cloud migration and modernization practices.

  • Experience leading enterprise software development, cloud migration, digital transformation, or large-scale implementation programs.

  • Current project management or Agile certification, such as PMP, PMI-ACP, CSM, PSM, SAFe Scrum Master, SAFe Agilist, or a comparable credential.

  • Familiarity with delivery considerations for AI-enabled solutions, including AI/ML, agentic systems, large language models, retrieval-augmented generation (RAG), and Model Context Protocol (MCP) integrations.

  • Experience with organizational change management, adoption planning, training coordination, and executive-level program or portfolio reporting.

  • Experience managing third-party vendors, subcontractors, or distributed delivery teams.
