Summary
The position serves as the Director of the Partnered Research Program (PRP), a large-scale research effort, reporting to the Deputy Chief Research and Development Officer (DCRADO) - Enterprise Optimization (EO). Enterprise Optimization contributes to the VA Research Enterprise mission of improving Veterans' lives through the facilitation of multi-site/team-based research involving VA and external partners. This vacancy may be filled in Washington, DC or a VA location to be determined.
Duties
Major duties include but are not limited to the following: Develops and drives long-range plans, goals, and objectives in support of ORD's Enterprise Optimization effort and managing and overseeing all operational and policy functions of the Program and their ability to meet those goals. Establishes and maintains standard operating procedures and a quality management system that serve as a foundational element to organizational policies and procedures. Responsible for all staffing activities for the unit, including position description maintenance, organizational alignment, interview candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions. Oversee the implementation of the strategic plan, working with unit staff, VA/VHA stakeholders and external organizations to identify strategic opportunities for growth and advancing VA research enterprise goals in order to increase research opportunities for Veterans' seeking care within VHA. Establishes and implements a systems approach for integrating the activities and resources of both intra-agency and industry stakeholders in the development of a robust clinical research program aimed at increasing Veterans' access to clinical trials within the VHA Work Schedule: Monday- Friday 8:00 am- 4:30 pm Compressed/Flexible: Available Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. All applicants MUST meet the following Individual Occupational Requirement and Specialized Experience in order to receive further consideration of their application. Individual Occupational Requirement: In order to meet the basic requirement of the 0671 Occupational series, you must possess an undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. -OR- You must possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. *** This education or experience must be verifiable in your resume or transcripts. ***Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: 1) Identifies challenges, obstacles and other factors related to clinical trial operations and proposes solutions where appropriate. 2) Establishes means of data collection and conducts analyses to measure key results. Prepares reports for various intra-agency and industry stakeholders. 3) Establishes and maintains standard operating procedures and a quality management system. 4) Responsible for staffing activities for the unit, including position description maintenance, organizational alignment, interviewing, recommendations for assignment/promotion, etc. 5) Establishes and implements a systems approach for integrating the activities and resources of both intra-agency and industry stakeholders in the development of a robust clinical research program. *** This education or experience must be verifiable in your resume or transcripts. Resume- 2-pages, detailing specialized experience and competencies as they relate to this position. For each position in your resume, you must specify the start and end dates (month/year) and a description of duties. If the position was Federal, you must also indicate the grade level. Resumes containing a general summary of all positions held, not specifying start/end dates, and/or not including Federal grade level(s) are insufficient to determine basic qualifications. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. Quality Ranking Factor (QRF): Quality Ranking Factors are knowledge, skills, and abilities/competencies that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. Applicants who possess such KSAs/competencies may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSAs/competencies. Applicants will be required to complete a Supervisory Situational Judgment Test (SSJT) as part of the assessment process for this position. The SSJT evaluates judgment and decision-making skills that align with relevant competencies, organizational values, and best practices. Assessment results may be used as part of the evaluation, ranking and referral process. This is not a timed test, however, the assessment is expected to take approximately 45 minutes or less to complete. The assessment for this application does not include a cut score for a minimum level of required proficiency in these critical general competencies. However, you must answer each item in the assessment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
