Full job description

Summary

Become part of the team that safeguards the financial system from the abuses of financial crime. At the Financial Crimes Enforcement Network (FinCEN), we are at the forefront in preventing and detecting terrorist financing, money laundering, and other financial crime. Serve at the nation's financial intelligence unit and protect the United States financial system from criminals and terrorist financiers.

Duties

This position is located in our Regulatory and Strategic Affairs Division. As a Supervisory Regulatory Rulemaking Specialist, you will: Lead regulatory efforts to strengthen and modernize the Bank Secrecy Act (BSA) regulatory framework, implement the Anti-Money Laundering Act of 2020 (AML Act), and promote a more risk-based and effective U.S. anti-money laundering/countering the financing of terrorism (AML/CFT) regime. Supervise, develop and manage a staff of regulatory project officers, regulations advisors, and regulatory economists. Ensure the section prepares regulatory rulemaking packages for review and approval and consult with FinCEN Chief Counsel to ensure regulations are developed consistent with legal framework. Work with industry representatives to identify vulnerabilities and develop insights as to the practices unique to those businesses and the impact that various regulations might have on those businesses. Prepare written and oral briefings to the Office Director and other senior officials in FinCEN, Treasury, and other agencies on RSD matters and, as appropriate, recommend course of action. Candidates should be committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution. Requirements

Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Coordinating, formulating, and planning regulatory policy programs or initiatives for an organization related to the Bank Secrecy Act (BSA), anti-money laundering (AML) laws, or other laws related to financial crimes; OR Leading people or projects related to the BSA, AML laws, or other laws related to financial crimes; OR Developing proposed policies, procedures, or regulations, including addressing or resolving issues related to proposed regulation, related to the BSA, AML laws, or other laws related to financial crime.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above. Your application includes your résumé, responses to the online questions, and required supporting documents. This announcement uses the Rule of Many, a numerical ranking process under which eligible applicants receive a numeric score based on the assessment process for the position. Only applicants who are eligible for veterans' preference receive 5- or 10-point veterans' preference points, which are added to passing scores, as applicable. Applicants are then listed on the certificate in score order, and preference eligible applicants are listed ahead of non-preference eligibles with the same score. Qualified preference eligibles with a compensable service-connected disability of 10 percent or more are listed at the top of the certificate in rating order. This announcement uses the cut-off score referral method under 5 CFR 332.402(b)(1). Applicants who achieve or exceed the established cut-off score of 80 will be referred for consideration. If fewer than three eligible and available candidates per vacancy are available, we may lower the cut score in accordance with our pre-announced supplement strategy and applicable policy until a minimum of three candidates per vacancy are eligible to be referred. When a new cut score is established, all applicants tied at that cut score will also be referred. In all cases, preference-eligibles on the certificate(s) will be considered. However, preference-eligibles do not "float" to the top of the list of referred candidates nor have extra points added to any numerical score, and selection of a non-preference-eligible does not require "passover" procedures. Veteran's preference will be followed as far as administratively feasible. Qualifications will be evaluated based on experience in your application relevant to the position's duties, as well as any education or training that may be qualifying.
