This position exists to provide operational leadership, integration, and oversight across the Records, Sentencing and Detainer Administration units, ensuring cohesive, consistent, and compliant execution of complex, interdependent functions that directly impact incarcerated persons’ legal status and public safety outcomes. The position reports to the Director of Sentencing, Records and Virtual Courts, and aligns operations with the strategic direction of the division, as set forth by the director in alignment with agency goals and priorities. The role is responsible for aligning operations across multiple high-risk business units, translating division strategy into coordinated processes, and ensuring that policies, legal requirements, and operational practices are implemented consistently and effectively across the division. By maintaining operational cohesion and accountability across these areas, this position enables the Director to focus on complex legal analysis, legislative implementation, and engagement with executive leadership and justice system partners. The position also provides leadership for the division’s records retention program and data practices compliance, serving as the division’s designee under the Minnesota Government Data Practices Act and ensuring that data management practices are consistent, lawful, and operationally effective.

Working under the general direction of the Director, who establishes strategic priorities and direction, this position is responsible for implementing those strategies across units, managing cross-functional dependencies, and resolving operational challenges. The role requires independent judgment in coordinating complex workflows, addressing emergent issues, and ensuring alignment between legal requirements and operational execution.

This position provides direct supervision to unit managers responsible for Records Operations, Sentence Administration, and Detainer Administration, and leads coordination with the division modernization manager leadership to ensure integrated service delivery. The incumbent is accountable for day-to-day operational performance, workload management, process consistency, and timely execution of division priorities, ensuring that all functions operate efficiently and within required timelines.

This role requires diplomatic and solution-oriented engagement with judicial partners and external stakeholders, supporting coordinated approaches to court access, including virtual proceedings. The incumbent must navigate complex court processes and operational constraints, leveraging knowledge of court structures, hearing types, and legal protocols to support effective communication and problem-solving.

This role provides administrative leadership in the area of Labor Relations to maintain a cooperative, professional working relationship among all union, non-union, and administrative staff. A strength-based approach to supporting and developing staff is key to the role. The role will include visits to prison locations and a need to build an understanding of the operational needs of intakes and releases, in leading a person-centered approach to the work.

Overall, this position serves as the central operational leader for the division, ensuring that complex systems function as a unified whole, driving consistency, accountability, and continuous improvement across all areas of responsibility.

Minimum Qualifications

To be qualified for and considered for this position, ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.

  • Three (3) years of experience interpreting and applying criminal statutes, court orders, or sentencing documents, and leading operational processes within a corrections, legal, or court administration environment.*A Bachelor's degree in a related field may substitute for one (1) year of experience, a Masters in a related field or Juris Doctor (JD) may substitute for 18 months of experience.

  • Advanced knowledge of Minnesota Statutes related to criminal law, sentencing, detainers, and criminal procedure.

  • Substantial experience interpreting and applying court orders, sentencing documents, case law, and judicial processes, including the the translations of legal decisions into accurate operational actions that directly impact incarcerated persons’ legal status and release timelines.

  • Demonstrated leadership skills including leading change management initiatives, overseeing critical agency processes, and implementing operational and policy improvements across multiple units, while ensuring accountability for accuracy, consistency, and compliance.

  • Demonstrated experience coordinating and influencing work across functional areas, including legal, policy, operational, and technology partners.

  • Strong analytical and problem-solving skills, including experience auditing sentencing calculations, identifying calculation discrepancies, and implementing decisions as ordered by the court. Specifically, essential skills to lead a team through issues that carry significant legal, operational, and public safety implications.

  • Excellent communication and interpersonal skills to effectively collaborate with executive leadership, legal counsel, judicial partners, external agencies, and internal stakeholders and clearly communicate complex legal and operational information to diverse audiences and support coordinated decision-making.

  • Demonstrated writing skills to effectively communicate issues of significance with public defenders and public appellate defenders and the court, and to effectively brief the executive team, legal advisors and the director on matters impacting the division.

  • Ability to translate strategic priorities from senior leadership into operational plans, coordinated processes, and measurable outcomes across interdisciplinary efforts. Skilled in identifying cross-functional dependencies, building cohesive workflows, and ensuring alignment between legal mandates, policy directives, and day-to-day operations.

Preferred Qualifications

The following qualifications are strongly desired of applicants seeking consideration for this position

  • Advanced degree in a related field

  • Significant experience in corrections, sentencing, detainer administration, interstate judicial processes, legal support, or court administration involving interpretation of court orders and statutes.

  • Comprehensive knowledge of Department of Corrections (DOC) policies, procedures, and operational practices.

  • Experience providing guidance and consultation to agency leaders on sentencing administration, as it relates to the Minnesota Rehabilitative Reinvestment Act, work release programming, the Challenge Incarceration Program, and related matters.

  • Strong knowledge of data privacy laws, including the Minnesota Government Data Practices Act, and familiarity with correctional information systems (e.g., COMS, NCIC, CJIS, ODocS), with the ability to ensure appropriate use, training, and oversight of these systems across business units.

  • Demonstrated experience partnering with prison wardens, associate wardens and other prison leaders on implementing systems of collaboration.

  • Proven success directing supervisors or lead workers, and leading diverse teams responsible for time-sensitive, legally governed work.

  • Experience establishing performance expectations, managing workloads, supporting professional development, and ensuring operational accountability in a dynamic environment.

  • Demonstrated history implementing training for diverse learners, utilizing adult learning strategies.

  • Experience navigating and implementing digital accessibility.

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
