DOTD is seeking an Engineering Technician Consultant to serve as a senior technical specialist for the Asphalt Research Laboratory of the Louisiana Transportation Research Center (LTRC). The position is responsible for planning, coordinating, and conducting laboratory and field research and testing activities in support of DOTD objectives and in response to complex and unprecedented transportation-related problems.
The position provides senior-level technical expertise in asphalt materials, mixture design, structural performance, durability, forensic evaluations, and related infrastructure applications. The incumbent makes independent decisions and recommendations regarding research methods, testing procedures, equipment, and implementation of new technologies, while providing technical support for laboratory and field activities performed by laboratory personnel, university staff, and other assigned support staff.
The position is located within LTRC and works under the supervision of the unit's Engineering Technician Supervisor. LTRC supports Louisiana's transportation research program through in-house research and partnerships involving engineers, engineering technicians, professors, research associates, students, and university partners. Possession of a high school diploma or GED plus four years of sub-professional engineering experience; OR
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus four years of sub-professional engineering experience; OR
Twenty-four semester hours in one of the following specialized fields: architecture, cartography, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, industrial technology, landscape architecture, math, or physics; OR
A bachelor's degree in engineering, engineering technology, construction management or construction technology. The official job specifications for this role, as defined by the State Civil Service, can be found here. Job Duties:

Serves as a technical expert in the development and conduct of asphalt-related laboratory and field research and testing activities.

Plans, coordinates, and executes laboratory and field research programs involving asphalt materials and related transportation infrastructure applications.

Performs and assists with laboratory and field testing and data collection using specialized equipment and ensures testing is conducted in accordance with established procedures, safety requirements, and quality standards.

Applies advanced technical knowledge and independent judgment to resolve non-routine problems and develop practical solutions.

Prepares findings, data summaries, and technical results in final form for reports, presentations, and implementation activities.

Evaluates new concepts, materials, methods, and procedures using current technology and provides technical recommendations to improve departmental policies, specifications, procedures, and practices.

Assists the Asphalt Technician Supervisor in decisions related to test equipment, test methods, specifications, and technology transfer.

Performs technical and administrative duties necessary for the efficient operation of the Asphalt Research Laboratory.

Coordinates laboratory and field activities with laboratory personnel, university staff, students, and other assigned support staff.
Position-Specific Details: Appointment Type: This position is open to permanent DOTD employees only and will be filled as a promotional opportunity. Compensation: This position is eligible for $1.00 per hour in Premium Pay for hours actually worked.
