DOTD is seeking an Engineering Technician Supervisor to serve as the lead technical and supervisory specialist for the Pavement Research Laboratory of the Louisiana Transportation Research Center (LTRC). The position plans, coordinates, supervises, and conducts laboratory and field research and testing activities in support of DOTD objectives and in response to complex and unprecedented transportation-related problems.
This position provides expert technical guidance in pavements, instrumentation, structural performance, durability, forensic evaluations, and related infrastructure applications; makes independent decisions and recommendations regarding research methods, testing procedures, equipment, and implementation of new technologies; and supervises laboratory and field activities performed by laboratory personnel, university staff, and other assigned support staff.
The position has significant statewide programmatic impact through its role in developing, supporting, and implementing research, testing practices, and technical recommendations that influence DOTD operations, specifications, and transportation infrastructure performance across Louisiana and directly support LTRC's statewide mission.
The position is located within the Louisiana Transportation Research Center and, under the supervision of an Engineer 6, serves as the laboratory's technician supervisor and subject matter expert.Possession of a high school diploma or GED plus five years of sub-professional engineering experience; OR
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus five years of sub-professional engineering experience; OR
Thirty semester hours in one of the following specialized fields: architecture, cartography, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, industrial technology, landscape architecture, math, or physics; OR
A bachelor's degree in engineering, engineering technology, construction management or construction technology. The official job specifications for this role, as defined by the State Civil Service, can be found here.Job Duties:
- Serve as the technical expert for the development and conduct of pavement-related laboratory and field research and testing activities.
- Plan, coordinate, supervise, and execute laboratory and field research programs involving pavement structures and related transportation infrastructure applications.
- Oversee laboratory and field testing and data collection using specialized equipment and ensure testing is performed in accordance with established procedures, safety requirements, and quality standards.
- Apply advanced technical knowledge and independent judgment to resolve non-routine problems and develop practical solutions.
- Prepare findings, data summaries, and technical results for reports, presentations, and implementation activities.
- Evaluate new concepts, materials, methods, and procedures using current technology and provide technical recommendations to improve departmental policies, specifications, procedures, and practices.
- Assist the supervising engineer with decisions related to test equipment, test methods, specifications, and technology transfer.
- Ensure research findings and technical recommendations are developed with consideration of statewide applicability and programmatic value to DOTD and LTRC.
- Assign, review, coordinate, and supervise the work of laboratory personnel, university staff, students, and other assigned support staff engaged in laboratory and field activities.
- Provide training and guidance in the use of laboratory and field equipment, test procedures, safety requirements, and new technologies.
Position-Specific Details: Appointment Type: This position is open to permanent DOTD employees only and will be filled as a promotional opportunity. Compensation: This position is eligible for $1.00 per hour in Premium Pay for hours actually worked.
