Reentry Operations Maintenance Manager Full-Time - Permanent - WMS Teamsters $9,462-$10,524 - Monthly Washington Management Services (WMS) Band 2 Position #DC28 Tumwater, WA

Reporting to the Director of Prison and Operations Maintenance, this position will provide senior administrative management and oversight of all Reentry facilities, plant maintenance, and operations functions.

The Reentry Division oversees the operation and maintenance of 9 Reentry facilities, 3 warm closed facilities, and the Correctional Industries (CI) Headquarters (HQ) building. In addition, the division supports CI programs located within Reentry facilities, including food manufacturing, furniture manufacturing, commissary operations, license plate production, optical services, and other work programs that provide vocational training, workforce development, and operational support to DOC.

This position provides statewide leadership and oversight for the maintenance, operations, and facility infrastructure supporting these Reentry division and CI locations. The position serves as the primary liaison between Reentry leadership, facility management, and external partners to coordinate maintenance priorities, capital improvements, regulatory compliance, and operational continuity.

This position will provide subject matter expertise to the Reentry Management team, local Reentry Leadership, and local maintenance staff regarding facilities maintenance, operation, preservation, asset management, building/equipment replacement/repair, contract management, and expenditures from the maintenance and operations budgets.

  • Tasks include:
  • Implement, manage, and coordinate an effective asset management program within the Reentry facilities.
  • Establish and update buildings/equipment (assets) conditions by auditing and inspecting facilities maintenance and operations assets.
  • Develop and implement an asset conditions routine reporting mechanism to provide asset condition information to Reentry Leadership.
  • Maintain a comprehensive inventory and assessment of Reentry facilities assets, condition, repair/replacement needs, and budgetary/capital requests
  • Identify excess/no longer needed assets and appropriately manage them to eliminate waste and promote efficiency across the division/among facilities.

-Manage Reentry Division facility maintenance, operations, and capital improvement projects while providing division-level coordination and strategic support for CI programs

  • Tasks include:
  • Develop, implement, and manage processes for the identification, evaluation, prioritization, and execution of maintenance, repair, replacement, preservation, and capital improvement project for Reentry Division facilities.
  • Develop and manage processes to prioritize and request replacement and repair projects in collaboration with Reentry maintenance staff, Reentry Center Managers, Reentry leadership, Capital Planning, and other department stakeholders.
  • Serve as the primary liaison between Reentry division, Prison Maintenance and Operations, CI, Capital Planning, Engineering, and executive leadership to coordinate facility maintenance priorities, capital improvement initiatives, operational needs, and strategic planning efforts.
  • Coordinate facility infrastructure projects that support CI programs operating within Reentry facilities, including food manufacturing, furniture manufacturing, commissary operations, license plate production, optical services, and other work programs that provide vocational training, workforce development, and operational support to DOC. Ensure facility systems, utilities, and maintenance activities support uninterrupted business operations, regulatory compliance, and workplace safety.
  • Collaborate with Capital Planning and department leadership in the development and implementation of the agency’s 10-year capital plan by identifying facility preservation needs, infrastructure deficiencies, replacement projects, and long-term operational priorities for Reentry division facilities and CI operations.
  • Provide strategic oversight and support for Reentry facility construction, renovation, maintenance, and preservation projects to ensure consistency with departmental standards, operational objectives, and budget priorities.
  • Establish and monitor key performance indicators, evaluate operational risks, analyze facility conditions, and make recommendations to executive leadership regarding maintenance priorities, capital investments, and operational improvements.
  • Maintain awareness of emerging trends, industry practices, regulatory requirements, building systems, energy efficiency, sustainability initiatives, workplace safety, and correctional facility maintenance practices. Incorporate these practices into division-wide policies, procedures, and operational standards.
  • Manage and coordinate implementation of division strategic initiatives, operational plans, and performance measures to support departmental goals and continuous improvement.
  • Collaborate with Capital Planning, Prison leadership, Reentry leadership, and external partners to evaluate potential locations, conduct site assessments, and develop facility requirements for future Reentry Centers and CI operations statewide.

Supervise Reentry Division Maintenance Staff – Tasks include:

  • Provide direct supervision, leadership, and performance management for Construction and Maintenance Project Leads and Construction and Maintenance Project Supervisors assigned to Reentery Centers statewide.
  • Direct, assign, prioritize, and monitor work ensure maintenance, construction, and facility operations are complete in alignment with department goals, timelines, and operational priorities.
  • Provide expert-level consultation, coaching, and guidance on maintenance operations, construction projects, personnel management and complex operational issues.
  • Conduct performance evaluations; provide ongoing coaching and feedback; address performance issues in a timely manner.
  • Ensure compliance with DOC policies, CBA agreements, personnel rules and HR requirements related to recruitment, hiring, training, leave administration, payroll, corrective action, and employee development.
  • Develop and implement training plans to ensure staff maintain the technical knowledge, certifications, and competencies necessary to perform assigned duties.
  • Promote a culture of safety, accountability, customer service, collaboration, and continuous improvement across Reentry maintenance operations.
  • Support succession planning, employee engagement, and professional development to strengthen statewide maintenance operations.

Provide Administrative Management for Reentry Facilities Maintenance and Operations – Tasks include:

  • Develop, oversee, and standardize division-wide preventative maintenance programs to ensure consistent maintenance practices, regulatory compliance, and lifecycle management across Reentry division facilities.
  • Develop, implement, and oversee standardized division-wide service request processes to ensure timely response, prioritization, tracking, and accountability for facility maintenance activities.
  • Serve as the Reentry Division’s senior administrator and subject matter expert for facility maintenance, operations, building systems, infrastructure preservation, and asset management.
  • Provide executive-level consultation and technical expertise to department leadership, Reentry leadership, Prison Maintenance and Operations, Capital Programs, and Office of Financial Management, and legislative stakeholders regarding facility maintenance, capital preservation, operational needs, and resource planning.
  • Direct and coordinate division-wide response to facility emergencies, major equipment failures, infrastructure disruptions, and unplanned repair projects to maintain operational continuity, life safety and security.
  • Provide administrative oversight and strategic coordination for facility infrastructure supporting CI operations within Reentry facilities, ensuring maintenance priorities, capital improvements, and operational needs are aligned with business continuity and production requirements.

Required Education, Experience, and Competencies:

  • Five (5) years of progressively responsible experience in facilities maintenance, building operations, construction management, asset management, engineering, or a closely related field;
  • Three (3) years of supervisory or management experience leading maintenance, operations, construction or facilities staff;
  • Experience managing maintenance operations in a large, complex facility or multi-building campus operating in a regulated environment (e.g., corrections, healthcare, higher education, manufacturing, government, military, or similar);
  • Demonstrated experience utilizing a Computerized Maintenance Management system, or Enterprise Asset Management system to mange preventative maintenance, work orders, asset inventories, and reporting;
  • Experience coordinating maintenance projects, contract services, procurement, or capital improvement activities;
  • Experience developing maintenance priorities, allocating resources, and making recommendations regarding facility operations, maintenance, and infrastructure improvements.

A bachelor’s degree in facilities management, construction management, engineering, business administration, public administration, or closely related field could substitute for experience.
