Operations Research Analyst

Summary

This position serves as the centralized technical lead of current and long-term strategies in the Workforce Planning & Modeling Section (ABI-134), Enterprise Workforce Management Branch (ABI-130), Peoples Services Division (ABI-100), Office of Business Integration (ABI), Aviation Safety (AVS), and performs work that involves designing, developing, and adapting mathematical, statistical, econometric, and scientific methods and techniques to solve operational problems.

Duties

Work involves analyzing data, management problems, and providing advice and insight about the probable effects of alternative solutions to these problems; coordinates with other Service Offices (SO) and Lines of Businesses (LOB), providing high level subject matter expertise to attend, coordinate with and represent AVS concerning data, staffing, workforce planning, and AVS budgetary analysis. Applies experience and comprehensive technical knowledge of operations research principles, concepts, and practices to apply rigorous methods of scientific inquiry, analysis and to analyze variable that impact organizational strategies, as well as an understanding of new technologies and methodologies, to solve complex problems, and to develop improved technical processes and policies for the organization. Also, provides quantitative recommendations on process and/or system deficiencies to aid in improving the performance of systems, processes, and operations. Considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Performs multiple, varying, complex work activities, and challenging projects/programs under the minimal direction of the manager or other experienced technical professionals. May act as a principal technical analyst, project manager or team leader for large work activities. Work assignments require knowledge and experience of operations research techniques in the analysis of management and/or operations problems, and to address those issues that may cross functional and/or organizational lines. Typical assignments include system design and integration; extensive research; and direct responsibility for project/program management. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Responsible for managing the formulation, programming and guidance of projects or continuing programs involving analytical issues of great significance and importance to the Aviation Safety (AVS) organization; analyzes and evaluates, on a quantitative/qualitative basis, the effectiveness of line program operations in meeting established goals and objectives; identifies particular problems to explore and assess the adequacy of existing programs; recommend and implement changes; directs and develops plans for project teams or other groups in accomplishing/producing projects/studies. Queries appropriate databases and develops responses and summaries to present data. As the primary technical analyst is responsible for the development of mathematical, statistical models and methodologies for analyzing management problems, analyzing components of the aviation system and aviation safety data using advanced technology. Contributes to the evaluation and development of organizational processes, program/management policies, regulations, goals, or objectives. Provides advice and insight about the probable effects of alternative solutions to problems. Provides recommendation on procedures and systems for assessing the effectiveness of programs/management processes. Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs, and other work activities. Communicates operational and technical information, and research results to all levels internally (within an LOB/SO or across LOB/SOs) and externally. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Requirements

At least 3 of the 24 semester hours must have been in calculus. To qualify for this position at the J-band: you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS- 13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Experience researching and analyzing data; recommending improvements based on study results; experience in developing, analyzing, and evaluating programs; developing mathematical, statistical models and methodologies for analyzing systems; preparing reports and present finding, etc.
