DEFINITION:
The Materials Management Supervisor is responsible for overseeing the acquisition, storage, and distribution of equipment, supplies, and materials necessary for the efficient operation of Partnership Health Center (PHC) clinics. This position supervises inventory management, procurement activities, vendor relations, and biomedical supply needs while ensuring compliance with policies and healthcare regulations. The supervisor also leads a team responsible for materials handling and distribution.
REPRESENTATIVE EXAMPLES OF WORK:
ESSENTIAL DUTIES:
Supervises Materials Management Specialist, Medical Supply Specialist, and Purchasing Agent including training, scheduling, assigning work, evaluation and discipline of employees. Participates in hiring and termination decisions. Assigns projects and directs staff to ensure compliance and accuracy
Supervises and oversees the procurement, storage, and distribution of medical and office supplies, equipment, and other necessary goods for PHC and outside agencies.
Manages and trains materials management staff, providing guidance, evaluations, and professional development.
Develops and implements inventory control strategies, ensuring accuracy through audits, reconciliation of discrepancies, and minimization of waste and loss.
Leads purchasing functions, including managing bids, negotiating vendor contracts, and securing competitive pricing.
Oversees fixed asset management, ensuring proper documentation, tagging, and reconciliation of assets.
Ensures effective utilization and maintenance of PHC-owned vehicles by PHC employees, including reservations and compliance with vehicle policies.
Approves vendor payments, processes invoices, and oversees billing for supplies, postage, and motor pool usage.
Oversees the receipt, tracking, and timely distribution of incoming and outgoing mail, parcels, and packages.
Supervises the cleaning, sterilization, and minor maintenance of medical tools, exam beds, and equipment.
Manages the disposition of surplus property according to PHC policies.
Oversees the management, maintenance, and troubleshooting of company printers, ensuring supplies such as ink and paper are stocked and coordinating repairs as needed.
Ensures compliance with PHC Corporate Compliance Guidelines, HIPAA regulations, safety standards, and maintaining MSDS sheets and required policies.
OTHER DUTIES:
Assist in the development of annual department budgets as directed by the Chief Financial Officer.
Performs other related duties as required or assigned.
SUPERVISION RECEIVED: Works under the direction of the PHC Chief Financial Officer.
SUPERVISION EXERCISED: Supervises Materials Management Specialist, Medical Supply Specialist, and Purchasing Agent staff, including scheduling, performance evaluations, and workflow management.
WORKING RELATIONSHIPS: Regular collaboration with PHC departments, external vendors, and outside agencies to ensure the efficient procurement and distribution of materials. Frequent interaction with PHC Finance Department. Works closely with patient-facing staff to ensure adequate supply levels for optimal patient care.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
KNOWLEDGE: Knowledge of purchasing, inventory control, and asset management best practices. Understanding of medical office procedures, HIPAA compliance, and safety regulations. Familiarity with biomedical equipment maintenance and sterilization procedures. Working knowledge of modern medical office practices and procedures. Working knowledge of medical terminology. Working knowledge of business English, spelling, punctuation and math. Working knowledge of the principles and practices of HIPAA compliance. Working knowledge of the PHC Corporate Compliance Guidelines.
SKILLS: Proficiency in computer applications, including Microsoft Excel, word-processing software, and inventory management systems. Strong organizational skills, attention to detail, and ability to handle multiple priorities.
ABILITIES: Excellent leadership, communication, and customer service skills, with the ability to supervise and mentor staff. Ability to work independently with minimal supervision and make responsible decisions. Ability to learn assigned tasks and procedures. Ability to perform detailed work in a precise and accurate manner, manage multiple tasks and priorities, work independently and work in a stressful and hectic environment. Ability to use initiative and good judgment and sufficient maturity to handle the confidential aspects of the work. Ability to communicate effectively in the English language, orally and in writing. Ability to establish and maintain effective working relationships with diverse individuals and groups. Ability to always put patients at the center of PHC’s service model and carry out caring, supportive customer service in all duties. Ability to work as a part of a team, proactively seeking out ways to help patients and co-workers alike.
MINIMUM QUALIFICATIONS:
An equivalent combination of education and experience may be considered.
EDUCATION: Requires a bachelor’s degree in materials management or relevant degree or 3 years of relevant experience.
EXPERIENCE: At least five years of experience in materials management, inventory control, purchasing, or a related field. Supervisory experience preferred. Healthcare experience is a plus.
SPECIAL REQUIREMENTS: Requires a valid Montana Driver’s License. Requires immunizations or proof of immunity to certain infectious diseases and a TB test. Employees who have not received the vaccines required for their positions or who are unwilling to voluntarily provide vaccination status for required vaccines will receive a reasonable accommodation where such accommodation does not require an undue hardship or endanger the health or safely of any person. Subject to a criminal background check with fingerprinting.
PHYSICAL/ENVIRONMENTAL DEMANDS:
Requires alternating between sitting, standing, and walking, with regular lifting (up to 50 lbs.) and occasional maneuvering of up to 100 lbs. May involve exposure to biohazards, chemicals, and other potentially hazardous materials. Requires handling mail processing equipment, including conveyor belts and other moving parts. Work schedule may include evenings and weekends. This position is not eligible for remote work.
