Full job description

RGP is partnering with a leading global organization to identify a Senior Program Manager, to lead a Deltek Costpoint ERP Transformation. The organization is transitioning from JAMIS to Deltek Costpoint and needs a hands-on leader with demonstrated Costpoint implementation experience, strong ERP transformation expertise, and an understanding of Government Cost Accounting.

The ideal candidate has led Deltek Costpoint implementations or migrations and understands the platform well enough to serve as an independent client-side advisor, effectively managing internal stakeholders, Deltek, and implementation partners. This individual will lead the program from planning through implementation and go-live while helping ensure the future-state solution supports the organization’s business, accounting, compliance, and long-term operational requirements.

Strong Government Cost Accounting knowledge and experience operating in DCAA/FAR/CAS-driven environments are highly desirable.

  • Lead the end-to-end JAMIS-to-Deltek Costpoint transformation, establishing the program structure, implementation roadmap, priorities, workstreams, milestones, dependencies, risks, and governance required for successful delivery.

  • Serve as an independent client-side advisor on Deltek Costpoint, evaluating recommendations from Deltek and implementation partners and determining when proposed functionality, integrations, APIs, licenses, or services are actually necessary.

  • Partner with Finance, Accounting, Government Contracts, operations, technology, and other business stakeholders to translate complex business and Government Cost Accounting requirements into an executable Costpoint implementation plan.

  • Help design the future-state environment rather than simply replicating existing JAMIS processes and configuration.

  • Ensure the Costpoint design appropriately supports project accounting, direct and indirect costs, cost pools, G&A and overhead allocation, government contract billing, indirect rates, and other Government Cost Accounting requirements.

  • Coordinate migration, integration, testing, deployment, cutover, stabilization, and transition activities across interconnected business and technology workstreams.

  • Provide leadership across related Finance, HR and timekeeping dependencies, including integrations with PeopleSoft and Deltek Time & Expense.

  • Manage relationships and deliverables across internal subject-matter experts, Deltek, system integrators, technology teams, and other implementation partners.

  • Establish regular risk and issue reviews, identify cross-functional dependencies and resource gaps, and drive decisions through resolution.

  • Evaluate and prioritize core go-live requirements versus optional functionality and future-phase enhancements to protect scope, cost, schedule, and implementation quality.

  • Facilitate executive-level reporting, steering committee discussions, escalations, budget/schedule reporting, and key program decisions.

  • Support the development of stronger financial controls, role-based access, segregation of duties, business processes, and reporting in the future-state environment.

  • Lead business readiness, stakeholder alignment, process change, training, adoption, and transition to the new ERP environment.

  • Develop a realistic cutover and go-live strategy that considers implementation readiness, accounting close cycles, business operations, and corporate reporting requirements.

Required Qualifications

  • Significant experience leading complex ERP implementations, migrations, or transformation programs.

  • Demonstrated Deltek Costpoint experience, ideally across multiple implementations, migrations, upgrades, or major transformations.

  • Strong working knowledge of Costpoint functionality and architecture and the ability to advise the client on native capabilities versus additional modules, integrations, APIs, or customization.

  • Demonstrated experience serving as a Program Manager, Project Manager, ERP Implementation Lead, Transformation Lead, or similar senior implementation leadership role.

  • Experience taking an organization from one ERP or accounting environment to another, including planning, requirements, data conversion, integration, testing, cutover, go-live, and stabilization.

  • Ability to establish and manage integrated program plans, governance, risks, issues, dependencies, resources, budgets, and executive reporting.

  • Experience managing software vendors, system integrators, and implementation partners while representing the client's interests.

  • Strong ability to translate complex business and accounting requirements into technology and implementation decisions.

  • Proven ability to operate as a hands-on project leader, moving comfortably between executive-level governance and detailed implementation issues.

Highly Preferred Qualifications

  • Government Cost Accounting experience within a government contractor or defense environment.

  • Knowledge of DCAA requirements, FAR/CAS, indirect rates, cost pools, G&A/overhead allocation, incurred cost submissions, project accounting, and government contract billing.

  • Experience with Deltek Time & Expense.

  • Experience migrating from JAMIS to Costpoint or another Government Contracting ERP to Costpoint.

  • Understanding of complex labor charging and timekeeping requirements.

  • Finance or Controllership experience involving financial controls, legal entities, intercompany activity, consolidations, and reporting.

  • Experience working with other Government Contracting systems such as JAMIS or Unanet.

  • An inspirational place for you to do your best work, be engaged in meaningful ways, and continually develop the skills, competencies and qualities that set our team apart.

  • Compensation commensurate with your qualifications, experience, and other factors including geographic location, market and operational factors.

  • Total Rewards include: Medical, Dental, Vision, Life Insurance, Disability Insurance, 401(k) Savings Plan, Employee Stock Purchase Plan, Professional Development Program, Paid Time Off and Paid Sick Time (in geographies where legally required).
