  • Establish consistent processes for task-order planning, execution, reporting, risk management, change management, and closeout.

  • Lead, support, and develop project managers and multidisciplinary task-order teams.

  • Monitor scope, schedule, budget, staffing, quality, safety, deliverables, and customer commitments across the task-order portfolio.

  • Review financial performance, forecasts, labor utilization, funding, commitments, and projected margins.

  • Identify and manage cost, schedule, contractual, technical, staffing, cybersecurity, and customer risks; establish and track corrective actions.

  • Coordinate with contracts, procurement, subcontracts, finance, quality, safety, engineering, operations, and business development.

  • Oversee the preparation, negotiation, and execution of task-order modifications, change orders, and other contractual actions.

  • Support opportunity identification, bid/no-bid decisions, capture planning, proposal development, and follow-on business.

  • Build and maintain effective relationships with customers, contracting personnel, subcontractors, suppliers, and teaming partners.

  • Lead regular program reviews and ensure decisions and action items are assigned, tracked, and completed.

  • Provide coaching, mentoring, performance feedback, and professional-development support to project managers and technical staff.

  • Promote lessons learned, standard tools, and effective project-management practices across the UMCS MATOC.

  • Provide company leadership with timely, accurate reporting on program performance, financial results, risks, opportunities, and required decisions.

  • Perform other responsibilities associated with this position as appropriate.

Required Qualifications

  • Bachelor’s degree in engineering, business, project management, or a related technical or business discipline.

  • Fifteen or more years of progressively responsible experience in program management, project management, utility monitoring and controls, building automation, energy management, engineering, construction, operations, or a related field.

  • Demonstrated experience managing multiple projects, task orders, contracts, or programs.

  • Experience managing budgets, forecasts, schedules, scope, risks, subcontractors, and customer relationships.

  • Experience supporting systems integration, controls implementation, commissioning, operations, or sustainment is preferred.

  • Experience mentoring or developing project managers and professional staff.

  • Experience supporting business development, capture management, proposal development, or follow-on work is preferred.

  • Strong leadership, decision-making, organizational, and problem-solving skills.

  • Demonstrated financial, commercial, and business-management acumen.

  • Ability to lead multiple concurrent task orders and balance competing priorities.

  • Strong customer-engagement, negotiation, conflict-resolution, and relationship-management skills.

  • Excellent written, verbal, and executive-level communication skills.

  • Understanding of utility monitoring and control systems and related engineering, integration, installation, testing, commissioning, cybersecurity, operations, and sustainment activities.

  • Knowledge of applicable industry practices, regulations, cybersecurity requirements, and contract requirements.

  • Ability to identify business-development opportunities and contribute to capture and proposal activities.
