Summary

You will serve as a FINANCIAL MANAGEMENT SPECIALIST of MARCORSYSCOM.

Duties

  • You will perform financial management, accounting, and audit duties by reviewing budgets, examining financial records, verifying transactions, and ensuring funds are documented, justified, controlled, and used according to laws and policies.
  • You will work with program staff to prepare budget estimates, manage annual funding allocations, create spending plans, and schedule acquisitions while ensuring resources are distributed efficiently and support established program requirements.
  • You will study financial data, assess management processes, and recommend improvements to reporting methods, financial guidance, and internal controls while developing procedures that improve accuracy, consistency, accountability, and compliance.
  • You will interpret financial policies, executive orders, official memoranda, and budget guidance to recommend solutions, resolve complex financial issues, explain requirements, and establish consistent procedures across organizational programs.
  • You will monitor approved budgets and review financial reports to track funding allocations, commitments, and expenditures, determine when funds should be released, and identify shortfalls or inconsistencies that require management attention.
  • You will prepare financial reports, briefings, schedules, and recommendations using data from official and unofficial systems to evaluate program progress, measure results, identify risks, and support funding and resource allocation decisions.
  • You will advise managers on procurement activities, acquisition planning, and the use of appropriated funds while ensuring compliance with financial requirements and supporting research, development, testing, evaluation, and maintenance programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Expert knowledge and skill in the application of concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels. 2. Knowledge of and skill in executing the programming, planning, budget, and execution ) PPBE phase. 3. Knowledge of and skill to apply appropriation usage for the Research, Development, Testing and Evaluation (RDT&E), Procurement, and Operations and Maintenance appropriations. 4. Expert knowledge of and skill in applying fiscal law, financial principals and procedures, processes and financial systems. 5. Skill to communicate effectively, both orally and in writing to senior leadership and peers within the command.
