Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as administrative and technical expert for two Health Systems that manage and direct administrative operations and programs, analysis, and evaluation functions for the Forensic Toxicology Drug Testing Laboratory (FTDTL). This position is located in Fort Meade, MD.

Duties

  • Act as the expert on organizational administration, structure, and manpower utilization.
  • Conduct studies , recommending changes to the organizational structure and mission statements.
  • Advocate the annual Five Year Defense Program (FYDP) requirements for funding, personnel, and equipment.
  • Oversee the department's strategic plan to improve operational efficiency.
  • Validate compliance with a wide range of regulations from organizations such as DOD, AFMES, DA, OSHA, and NLCP.
  • Coordinate program policies and procedures to maximize production.
  • Manage the civilian payroll, analyzing workloads, and preparing the annual operating budget.
  • Direct the maintenance, repairs, and upkeeping of the three-story facility.
  • Serve as a Contracting Officer's Representative (COR), preparing statements of work and coordinating contract awards and payments.
  • Supervise the Administrative Section, which includes roles like purchasing agent, management support specialist, and lab workers.
  • Perform the full range of supervisory duties, including developing performance standards, planning workload, approving leave, resolving grievances, interviewing candidates, and making selections.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-11 level in which includes conducting quantitative and qualitative analyses of medical or laboratory programs, managing organizational resources (budgetary, personnel, and contracting/COR duties), and interpreting complex federal and forensic regulations (such as DoD, OSHA, and NLCP) to optimize operational efficiency and ensure laboratory accreditation compliance, progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: - Missions, organizations, programs, and requirements of health care delivery systems. - Regulations and standards of various regulatory and credentialing groups. - Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
