Role Summary
The Business Analyst translates WHD’s program, regulatory, and operational needs into clear, testable requirements for the modernization of WHD’s web portfolio. The work covers migrating legacy ASP.NET/DB2 applications (Workers Owed Wages, Section 14(c), External User Portal, DirectoryAdmin, ContactWHD) to Drupal 10+ on DOL’s PACE platform, standing up FLC Online as a digital replacement for a paper-based process, and building the Wage Determination public-facing portal and the Online Complaint Intake portal. The role protects full functional parity with legacy systems, maps form and data flows into Appian-based case management (WISE, CAPS, PWRS), and keeps every requirement traceable from roadmap to release.
Key Responsibilities
-
Facilitate requirements elicitation with WHD Product Owners, program SMEs, WHD Specialists, Federal Project Managers, and DOL OCIO through interviews, workshops, and observation of current processes.
-
Document current-state workflows, business rules, and functions of each legacy .NET application; perform gap and functional-parity analysis so no existing capability is lost in the move to Drupal.
-
Analyze the government-furnished forms inventory and define digital form requirements for WH-60, WH-226/226A, WH-530/535/540, WH-515 upload, SF-98, SF-308, SF-1444, WH-100, and WD-10/10A / eWD10, including fields, conditional logic, validation rules, and document attachments.
-
Define requirements for guided, cascading-question experiences such as the Wage Determination Survey and complaint intake, including save-and-resume, confirmation numbers, one-time submission, and bilingual (English/Spanish) content.
-
Produce data mapping and integration requirements between Drupal and the Appian platforms (WISE, CAPS, and PWRS via Kafka), Login.gov, DOL SSO, and SharePoint, working from WISE/CAPS API specifications, data contracts, and Technical Exhibit 7 (DOL Enterprise Architecture).
-
Capture non-functional requirements: performance, availability, security, privacy, data retention, audit logging, Section 508 / WCAG AA, and usage reporting through the DOL Data Analytics Capability.
-
Decompose requirements into Jira epics, features, and user stories with clear acceptance criteria; maintain the backlog with Product Owners and support PI and sprint planning under Agile/SAFe.
-
Maintain the requirements traceability matrix and Roadmap → User Story → Task → Defect linkage in Jira and Confluence.
-
Partner with UI/UX on human-centered design: personas, journey maps, and validation of wireframes and prototypes with workers, employers, farm labor contractors, and WHD staff.
-
Define requirements for the user experience of the OCIO-provided AI chatbot in the complaint intake portal, including content boundaries, escalation paths, and handoff to a person.
-
Coordinate user acceptance testing: build UAT scenarios from acceptance criteria, support Government testers, and capture sign-off.
-
Contribute to DME deliverables: requirements documentation, user training materials (manuals, job aids, videos), release notes, and inputs to legacy decommissioning and data migration plans.
-
Use DOL-approved AI tools (e.g., Microsoft Copilot) to speed requirements drafting, story decomposition, and documentation, with analyst review of all output.
Required Qualifications
-
Bachelor’s degree in Business, Information Systems, Public Administration, or a related field (or equivalent experience).
-
5+ years of business analysis experience on web application or digital modernization projects, including 3+ years in federal Agile/SAFe environments.
-
Demonstrated experience converting paper or legacy forms into digital, web-based form workflows.
-
Experience writing epics, user stories, and acceptance criteria and managing backlogs in Jira and Confluence.
-
Experience with process modeling (BPMN or similar), data mapping, and integration requirements for API-based system exchanges.
-
Experience planning and coordinating user acceptance testing.
-
Working knowledge of Section 508 / WCAG requirements and of federal privacy and security considerations for applications that handle PII.
-
Strong facilitation and written communication skills with federal program and technical stakeholders.
Preffered Qualifications
-
CBAP, CCBA, PMI-PBA, or IIBA-AAC certification; SAFe POPM or CSPO certification.
-
Experience with Drupal (especially Webform) and/or Appian case management.
-
Familiarity with WHD programs and statutes (FLSA, SCA, MSPA, Section 14(c), Davis-Bacon) or experience at another federal enforcement or regulatory agency.
Experience with Login.gov, human-centered design methods, and 21st Century IDEA requirements

Our Profile:
We are an IT company with a unique mission—to make people the center of every federal IT solution. Our technologists have always gone the extra mile to help our federal clients succeed. And over the years, we saw a growing disconnect in how federal IT initiatives were built and managed. Time after time, programs failed because the focus was on the tools and products and not the people using them.
