Summary of Responsibilities:

At ATC, we are investing in the future of energy through some of the largest and most impactful transmission infrastructure projects in the Midwest. As a Consultant Construction Program Manager, you will help coordinate and execute complex Midcontinent Independent System Operator (MISO) awarded Long-Range Transmission Projects (LRTPs)projects with capital investments exceeding $500 million.

This is an opportunity to contribute to strategic transmission investments that enhance grid reliability, support public policy goals, and help meet the evolving energy demands of our region. You will work across ATC teams, external utilities, project owners, contractors, consultants, regulators, and community stakeholders to help move major projects from planning through execution.

Essential Responsibilities:

What You Will Do

As a Consultant Construction Program Manager, you will help coordinate strategic program delivery, project controls, stakeholder alignment, financial oversight, risk management, permitting coordination, and contracting strategies for large-scale transmission programs.

  • Develop program and project goals that align with ATC's long-term investment strategy and LRTP execution needs.

  • Create and maintain project plans, sequencing scenarios, schedules, governance routines, and performance measures.

  • Coordinate project activities with internal teams, utilities, contractors, consultants, regulatory agencies, and other stakeholders.

  • Support project agreement discussions and contracting strategies, including EPC and EPCM delivery approaches.

  • Monitor project budgets, cash flow forecasts, schedules, risks, issues, performance metrics, and documentation throughout the project lifecycle.

  • Support informed decision-making by identifying risks, constraints, resource needs, and execution priorities.

  • Prepare clear project updates and governance materials for senior management and executive stakeholders.

  • Support consultant and contractor oversight, scope definition, project readiness, and continuous improvement of program management practices.

What you will bring

We are looking for a collaborative, detail-oriented program delivery professional who enjoys solving complex challenges, coordinating across stakeholder groups, and maintaining momentum in dynamic project environments.

  • 10+ years of experience in project management, program management, construction management, utilities, energy, infrastructure, or related capital project roles.

  • Experience supporting utility, transmission, energy infrastructure, EPC/EPCM, engineering consulting, construction, regulated capital project, or heavy civil environments.

  • Demonstrated success managing programs or project portfolios with significant budget, schedule, stakeholder, and risk complexity.

  • Experience supporting transmission line, substation, greenfield, rebuild, network upgrade, grid expansion, or other major infrastructure projects.

  • Strong project controls, forecasting, financial management, documentation, and risk management capabilities.

  • Ability to coordinate work across Engineering, Environmental, Real Estate, Finance, Regulatory Affairs, Operations, Construction, and external partner organizations.

  • Excellent communication skills and the ability to clearly explain complex project information to a range of audiences.

  • Bachelor's degree in Engineering, Construction Management, Project Management, Business Administration, equivalent experience, or a related field required.

  • PMP certification preferred. PgMP, PE, construction management, risk, or project controls credentials may also be valuable.

The targeted base pay for this position is $148,300 to $173,000 annually.* Base pay is one component of our comprehensive total rewards package which includes an annual incentive bonus, employer-sponsored pension plan, 401(k) match, HSA contribution, life & disability insurance, health care benefits, generous time off plans, flexible work arrangements, and much more .

*The pay range is a general guideline. Employment offers are evaluated individually and consider qualifications, experience, academic achievements, internal equity, and business needs.
