Its capabilities include data science, software development, network engineering, intelligence, surveillance, and reconnaissance (ISR), and logistics.

Job Description

SOSi is seeking a Program Manager (Intelligence). The Program Manager leads a nationwide intelligence research and analysis program supporting federal law enforcement and national security operations. As the primary point of contact with government contracting officers, CORs, and senior mission leadership, the Program Manager is accountable for contract performance, workforce management, and mission outcomes. Based in the Washington, DC area, the Program Manager will lead a large, geographically distributed team of cleared intelligence analysts. Responsibilities will include staffing coordination, recruiting and retention, quality control, performance monitoring, and personnel transitions. The Program Manager will set consistent analytic and operational standards across headquarters and field locations, track performance metrics, resolve staffing and performance issues quickly, and deliver timely status and staffing reports. They will also lead the program through stand-up and steady-state operations, coordinating with corporate recruiting, security, and transition teams to keep the workforce fully staffed and mission-ready. This position is for an experienced leader who builds trusted relationships with government stakeholders, manages competing priorities in a fast-paced operational environment, and maintains high standards of accountability.

Essential Job Duties

  • Conduct intelligence research and all-source analysis to support federal immigration enforcement and national security operations, integrating information from law enforcement, government, commercial, and open sources.

  • Evaluate the reliability, relevance, and accuracy of source information, and identify information gaps, inconsistencies, and collection needs.

  • Produce finished intelligence products, including assessments, bulletins, target packages, and briefing materials, that meet established analytic tradecraft, sourcing, and quality standards.

  • Perform trend and threat analysis to identify emerging patterns, risks, and priorities affecting enforcement operations at the national, regional, and local levels.

  • Conduct network and relationship analysis to identify associations among individuals, organizations, and activities, using link-analysis and visualization tools to present findings.

  • Perform intelligence gap analysis and recommend collection priorities and research strategies to address unanswered intelligence requirements.

  • Provide direct analytical support to field operations, including research on short timelines, support to operational planning, and responses to requests for information from field personnel.

  • Prepare and deliver oral and written briefings to Government leadership, operational personnel, and partner agencies, tailoring content to the audience.

  • Coordinate and share information with other federal, state, and local law enforcement and intelligence partners, following applicable information-sharing, privacy, and dissemination rules.

  • Maintain accurate records of research, sources, and analytic conclusions, and contribute to recurring status, production, and workload reporting.

  • Handle classified, law enforcement sensitive, and personally identifiable information under applicable security, privacy, and records-management requirements.

  • Support quality-control processes by participating in peer review, incorporating feedback, and contributing to consistent analytic standards across a geographically distributed team.

  • Work independently on complex, ambiguous analytic problems while adapting to shifting operational priorities.

Qualifications

  • Active TS security clearance with SCI eligibility.

  • Bachelor's degree in a relevant field.

  • A master's degree or additional experience may substitute for some required experience.

  • Ten (10) or more years of experience in intelligence, law enforcement, or national security programs, including at least five (5) years managing contract programs.

  • Demonstrated experience managing a geographically distributed workforce of 75 or more cleared personnel, including through subordinate regional or site leaders.

  • Experience leading contract transitions or program stand-ups, including rapid recruiting, onboarding, and security processing.

  • Experience managing performance metrics, quality control, staffing, and recurring reporting under firm-fixed-price or performance-based contracts.

  • Demonstrated ability to serve as the primary contractor interface with government contracting officers, CORs, and senior mission leadership.

  • Ability to work on-site in the Washington, DC area and travel to field locations as needed.

Preferred Requirements

  • Project Management Professional (PMP) or equivalent certification.

  • Experience managing intelligence analysis programs supporting DHS, DOJ, or other federal law enforcement organizations.

  • Background as an intelligence analyst or supervisor in a federal law enforcement or homeland security environment.

  • Experience with workforce retention in hard-to-staff locations.
