Hybrid work schedule available, up to 50% telework depending on business needs. Telework can be outside of the State of Minnesota if the candidate lives in a state bordering Minnesota and lives 50 miles or less from the primary work location. The Minnesota Department of Commerce regulates the insurance industry in Minnesota to protect consumers and to ensure a fair and competitive marketplace. This position is part of a Health Insurance Policy Team that focuses on individual, small-group, and large-group insurance, as well as supplemental insurance lines.

Responsibilities Include:

  • Conducting policy research and analysis of state and federal legislative and regulatory issues impacting health insurance, pharmacy benefits management, and other related topics.

  • Supporting implementation of new and existing health insurance programs, policies, or initiatives created as a result of legislation or programmatic changes.

  • Providing technical support and policy analysis for relevant state legislative activity, as assigned.

Minimum Qualifications

Three (3) years of experience performing analysis, exercising judgment, and relying on knowledge in health insurance policy, insurance regulation, public policy or a related field.

A bachelor’s degree in public administration, Public Health, Public Policy, Healthcare Administration or a related field is equivalent to one (1) year of experience.

An Advanced degree in Public Administration, Public Health, Public Policy, Healthcare Administration or a related field is equivalent to eighteen (18) months of experience

Applicants who meet the above education/experience requirements will be further evaluated based on the following:

  • Demonstrated skill in communicating complex policy, regulatory, or technical information effectively, both verbally and in writing, to a variety of audiences.

  • Ability to interpret and analyze federal and/or state laws as well as department and division policies.

  • Ability to prioritize work responsibilities, manage a variety of tasks and deadlines, and work well independently.

Preferred Qualifications

  • Experience with regulatory compliance

  • Knowledge of Minnesota state statutes related to health insurance

  • Experience analyzing complex issues and developing policy recommendations or reports.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
