Summary
This position is located in the Defense Commissary Agency (DeCA), Engineering Directorate, Business Support Division. The incumbent serves as the Chief, Business Support Division, and is responsible for the execution of business support programs to include: financial; resource management; trainings; travel; manpower requirements; personnel; systems; interservice support; and internal controls.
Duties
As the Program Manager, you will be responsible for the following duties: Lead and manage the Business Support Division, directing work and supervising a multidisciplinary team. Oversee and safeguard the Engineering Directorate's budget, ensuring planning, tracking, compliance, and internal controls. Drive resource and program planning by recommending funding, manpower, and long-range strategies. Improve business processes by analyzing operations, resolving program issues, and increasing efficiency across support functions. Serve as senior advisor to Engineering leadership, preparing briefings, coordinating across the agency, and negotiating resources and compliance. To qualify for the Program Manager, position, your resume and supporting documentation must support: A. Creditable specialized experience includes: GS-14 Applying advanced budgeting, financial control, and compliance practices to support large, complex engineering programs. Evaluating organizational operations to recommend funding levels, staffing needs, and program adjustments. Leading multidisciplinary teams by providing coaching, managing performance, and supporting employee development. Preparing high-level briefings for leadership and negotiating for resources or policy alignment across program areas. Using engineering program knowledge to interpret technical information and support informed business decisions. - Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. See Required Documents for more information. o For GS-14: You must have 52 weeks of Federal service at or equivalent to GS-13. - Time after competitive appointment. Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a non-temporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.
