9-P11 Level Analyst

This position is responsible for the quality program and performance evaluation standards for the Michigan Department of Health and Human Services (MDHHS) MI Coordinated Health program. With management supervision, this position will monitor contracted health plans’ quality programs including Healthcare Effectiveness Data and Information Set (HEDIS), Health Outcomes Surveys (HOS), Consumer Assessment of Healthcare Providers and Systems (CAHPS), and Performance Improvement Plans (PIPs) data. With management support, this position will also serve as a liaison between MDHHS and its contracted External Quality Review Organization (EQRO) for assigned activities, participate in intradepartmental and interdepartmental meetings, and collaborate with team members on crosscutting quality related issues and initiatives. The incumbent in the position will perform basic comparative research, analysis, and evaluation of health care standards for the monitoring of the quality of care provided to dually eligible Medicaid/Medicare beneficiaries, make recommendations for future contract language to maintain compliance with evolving quality related regulatory requirements, prepare and submit required annual report data, and engage in Continual Quality Improvement (CQI) to strengthen the MI Coordinated Health quality program. 12 Level Analyst At the senior level, this position is responsible for the quality program and performance evaluation standards for the Michigan Department of Health and Human Services (MDHHS) MI Coordinated Health program. This position also serves as a liaison between MDHHS and its contracted External Quality Review Organization (EQRO) for assigned activities, represents the MI Coordinated Health program as a lead analyst during intradepartmental and interdepartmental meetings, collaborates with team members on crosscutting quality related issues and initiatives, and organizes and facilitates Quality Workgroup Meetings (QWG) with the contracted Highly Integrated Dual Eligible Special Needs Plans (HIDE SNPs). The incumbent in the position performs complex comparative research, analysis, and evaluation of health care standards for the monitoring of the quality of care provided to dually eligible Medicaid/Medicare beneficiaries, drafts future contract language to maintain compliance with evolving quality related regulatory requirements, prepares and submits required annual report data, and engages in Continual Quality Improvement (CQI) to strengthen the MI Coordinated Health quality program. This position represents MI Coordinated Health in meetings and on work related to the department’s Comprehensive Quality Strategy (CQS) as well as health plan Network Adequacy activities.

Education Possession of a bachelor’s degree in any major.

Experience Departmental Analyst 9 No specific type or amount is required.

Departmental Analyst 10 One year of professional experience.

Departmental Analyst P11 Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.

Departmental Analyst 12 - Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.Departmental Analyst 9 - 12 - Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement. This position is being posted at the Departmental Analyst 9-12 level. The selected candidate will be hired at the level of which they qualify.

Position Location/Remote Office: The physical location of this position is 400 S Pine St, Lansing MI. Based on operational needs and within established limits, remote work and alternate or hybrid work schedule requests for this position may be considered.

Selected candidates who have been approved to work remotely or a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:

  • A secure work location that allows privacy and prevents distractions.
  • A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
  • Suitable lighting, furniture, and utilities.
